Fortney said properties on corners have been difficult for the HPC to deal with because they
are not differentiated from mid block properties. The Guidelines should specify what part of
a corner lot is considered the front and rear.

Simacek explained that he believes the front is the part facing the addressed street, halfway
back the interior side and all the way back on the exterior side.

Fortney said he would put together an amendment to the Guidelines for the next meeting
with language and a diagram similar to what Simacek stated.

Commissioner LaBreck said he would like to look at the big picture of the Commission and
rather than having ambiguous guidelines the HPC should have a list of properties and say
what they can or can’t do.

Simacek said that may cause an issue when there are new commissioners who feel different
in the future.

Commissioner Dahl said there are architectural details that must be looked at by a
commission on a case by case basis.

Chair Goderstad said he didn’t see how the HPC could possibly look at all the properties and
specify all they could do.

LaBreck said they could develop a formula that would specify exactly what and wasn’t
acceptable for properties based on the structures age, style, etc.

LaBreck said the Guidelines were written by a consultant and are outdated. Goderstad said
-
the Guidelines were adopted in 2002. Commissioner SovikSiemens said a consultant wrote
them specifically for Hastings based on the Secretary of the Interior’s Standards for
Rehabilitation.

LaBreck said the commission could add more policy statements similar to do’s and don’ts.

V.Adjourn.
Motion by Dahl, second by Martinto adjourn; motion carried. – 8:50 P.M.
