<br />I . <br /> <br />- <br /> <br />Lawrence - Williams Addition 72 Units - Site Plan Review <br />City Council Memo - August 2, 2004 <br />Page 6 <br /> <br />Condo Buildings <br />The condo buildings have been positioned to present the shortest sides to Summit Point <br />residents to the west, and Whispering Lane residents to the East. Each building would <br />contain 36 condominium units ranging from 1-2 bedrooms and 783 - 1,426 s.f. <br /> <br />Garage Placement <br />Four, 18 stall garages are proposed. The garages are located in close proximity to one <br />another, but are separate buildings. Their placement creates a long 15' wide space <br />between the garages which is difficult to maintain, and could be become and attractive <br />nuisance. The following change should be made: <br /> <br />1) The separation between the four garage buildings must be modified in one of the <br />following ways: a) eliminate the space by combining buildings. b) Access and <br />drainage behind and between buildings must be eliminated in such a way to be <br />architecturally compatible with the buildings at the discretion of the Planning <br />Director. <br /> <br />Staff strongly recommends combination of the garage buildings to avoid this <br /> <br />Although underground parking would be preferable to avoid tree loss and increase green <br />space, the bedrock in the area just below the surface adds additional expense. <br /> <br />Access and Circulation <br />Two entrances are proposed on Whispering Lane. Access and circulation is acceptable <br />with the following modification: <br /> <br />1) The driveway entrances must be placed to avoid headlight interference on existing <br />homes and to achieve a minimum 150 foot setback from intersection if at all <br />possible. <br /> <br />Transportation Study - 2004 Update <br />Benshoof and Associates, author of the original Traffic Study in July, 2003 has re-analyzed <br />traffic along Featherstone, 4th Street, and Whispering Lane to include traffic from <br />generated by the High School. They have concluded that their original projections on level <br />of service are unchanged even with the school traffic. <br /> <br />Original Traffic Study <br />A transportation study was conducted by Benshoof and Associates as part of the 30 unit <br />Williams Addition Site Plan last year. The evaluation included impacts of the 30 unit <br />building, 90 unit building, and potential future development on the following intersections: <br /> <br />. 4th Street & Whispering Lane <br />
