The preliminary budget and <br />levy amounts were set at a Special Council Meet- <br />ing held on September 14, 2000, and there will be <br />additional opportunity for public input this year. <br /> <br />The City has planned something new this year as <br />part of the budget process. A "City Budget Forum" <br />has been scheduled, which is an opportunity for the <br />public to ask questions about the 2001 budget and <br />hear a brief presentation by City staff explaining <br />some highlights of the budget. This forum is sched- <br />uled to take place at 6:00 p.m. on November 13, <br />2000 at City Hall and will be hosted by the Finance <br />Committee of the Council. All residents are in- <br />vited to attend the Forum and share any ideas they <br />may have on the City Budget. <br /> <br />The City will also be holding the annual Truth in Taxa- <br />tion Public Hearing in early December before <br />adoption ofthe final budget. <br /> <br />Page 2 <br />Fall 2000 <br /> <br /> <br />Housing <br />Rehabilitation <br />Loans for <br />Dakota County <br />Homeowners <br /> <br />Are you considering making improvements orre- <br />pairs to your home? You may just qualify for a <br />Rehabilitation Loan from the Dakota County BRA. <br />Common uses of these funds are for roof replace- <br />ment, furnace replacement, electrical and plumb- <br />ing repairs, and insulation, among other projects. <br /> <br />Homeowners are offered two types ofloans from <br />the BRA: a Deferred Loan and an installment loan. <br />The Deferred Loan provides for no interest or <br />monthly payments, with the loan amount to be re- <br />paid when the ownership changes or the owner <br />moves from the property. The Installment Loan <br />has a 3% APR with the terms dependent on the <br />amount of the loan. <br /> <br />Each loan is determined by your gross annual in- <br />come and the amount of frnancial assets (checking, <br />savings, CD's, etc.) that you hold. Eligible appli- <br />cants must own their home, have sufficient equity <br />on the property, and a satisfactory credit history. <br />For more information or to order an application <br />packet, call Mark Hanson with Dakota County <br />HRA at 423-8175. <br /> <br />"This Old House" <br />This is an incentive program that has been designed <br />for owners of older, deteriorated homes to restore <br />orrenovate their homes.
