Hastings, Minnesota <br />December 4, 1995 <br />The City Council of the City of Hastings, Minnesota met in a regular meeting on <br />Monday, December 4, 1995 at 7: oo p.m. in tie City Hall Council Chambers, 10 1 4th Street East, <br />Hastings, Minnesota. <br />Members Present: Councilmember Rivenes , Warner, Johnson, Simace , Hicks, <br />loratza and :Mayor Werner <br />Members Absent: None <br />Staff Members Present: Dave Osberg, City Administrator; <br />Barb Thompson, City Clerk; <br />Dori Webster, Finance Director; <br />and Shawn Moynihan, City .Attorney <br />Mayor Werner asked if there were any corrections or additions APPROVAL OF <br />to the minutes of the regular meeting of November r 20, 1995 and MINUTES <br />hearing none declared the minutes to be approved as presented. <br />Moved by Councilmember Simace , seconded by CONSENT SENT AGENDA <br />Councilmember Warner to approve the consent agenda contingent <br />upon moving Item No. 2, Ordinance 382-Tourism Lodging Tax, to <br />City Achninistrator agend as Item loo. 11. 7 Ayes; Nays, None. <br />1. PTO. 106-95 <br />Moved by Councilmember M ratzka, seconded by ADDENDUM T <br />Councilmember S irnacek to add to the City Administrator agenda as AGENDA <br />Item Igo. 12, Closed Door Session - Fearing Lawsuit. 7 Ayes; Days, <br />None. <br />Mayor Werner opened the Public Hearing at 7:03 p.m. to hear P.H.- AMEND <br />con nments on the proposed adoption of an Ordinance in the City of CHARTER- <br />Hastings amending City Charter, Section 4.01, regarding Emergency EMERGENCY <br />Council Meetings. Mayor Wem r asked if anyone wished to spear on MEETINGS <br />the issue, no one wished to do so. The Mayor closed the public <br />hearing at 7,03 p.m. <br />Moved by Councilmember Hicks, seconded by RES. NO. 105-95 <br />Councilmember Riveness to adopt Resolution No. 105-95 establishing LICENSE/INVEST. <br />license Fees and investigation fees for Massage Therapist and Massage FEES - MASSAGE <br />Therapy Establishments. 7 Ayes; lays, None. Copy of resolution on THERAPY <br />file. <br />Moved by Councilmember Hicks, seconded by ORD, 382 - TOURISM <br />Councilmember Sixnacel to adopt Ordinance 382 to establish a three LODGING TAX <br />percent lodging ta. x to fund a tourism bureau. for the purpose of <br />marketing and promoting the City of Ha tinlors as a tourist destination. <br />The Chamber of Commerce President Michelle Jacobs was present to <br />answer any concerns /questions the City Council load. 7 Ayes; lays, <br />None. <br />
