Hearing no comments, <br />Acting Mayor Hicks closed the public hearing at 7:46 p.m. <br /> <br />Second Reading/Adopt Ordinance-Rezoning #2005-01: C-3 to R-3 (407 Tyler Street) <br />Moved by Council member Alongi, seconded by Councilmember Moratzka to <br />approve the rezoning as presented. <br />5 Ayes; Nays, none. <br />Copy of ordinance on file. <br /> <br />Public Hearing-Annexation #2004-71: Augustine/Centex Ponding Basin <br />Acting Mayor Hicks opened the public hearing at 7:49 p.m. Hearing no comments, <br />Acting Mayor Hicks closed the public hearing at 7:50 p.m. <br /> <br />Second Reading/Adopt Ordinance-Annexation #2004-71: Augustine/Centex <br />Ponding Basin <br />Centex Representative Matt Anfang explained that this request is being made to <br />control and slow down water coming onto the developed site from outside the City limits <br />and impacting the new development. <br />Councilmember Schultz expressed concern about adequacy of privately maintained <br />ponding basins. <br />Moved by Councilmember Moratzka, seconded by Councilmember Schultz to <br />approve the annexation ordinance as presented. <br />5 Ayes; Nays, none. <br />Copy of ordinance on file. <br /> <br />Resolution-Site Plan #2005-05: Two 4-Unit Buildings at 630-644 Pleasant Drive <br />(Tony Brown) <br />Planning Director Hinzman stated that the Planning Commission has recommended <br />approval of the site plan with conditions. <br />Councilmember Moratzka requested clarification on the driveway layout and the <br />turnaround size. <br />Acting Mayor Hicks stated concern with additional access to Pleasant Drive and <br />potential for vehicles to be backing onto Pleasant to exit their homes. <br />Planning Director Hinzman stated that the turnarounds proposed have been made <br />short to discourage their use as parking spots. <br />Moved by Councilmember Moratzka, seconded by Councilmember Schultz to table <br />this item for further resolution on access to Pleasant and driveway layout. <br />5 Ayes; Nays, none. <br /> <br />Order Public Hearing-Vacation of Right-of-Way #2005-12: East Half of Lake Street, <br />South of 4th Street (Ken Holtz) <br />Planning Director Hinzman stated that the City Council has previously denied this <br />request, although it was made by a previous homeowner.
