<br />The City Council of the City of Hastings, Minnesota met in
<br />a regular meeting on Monday, August 3, 1992 at 7:00 p,m. in the
<br />City Hall Council Chambers,, 10 - 1" bley Street,, Hastings, Minnesota.
<br />Members Present: Councilme begs Johnson, Trautmann, Hicks,
<br />imacek, Riveness and Mayor Werner
<br />Members Absent: COWLCilmember Mathio et arrived at
<br />7:28. p, in,
<br />Staff Members Present* Dave osberg, City Administrator;
<br />Barb Thompson, City Clerk;
<br />Mike Wozniak, Community Dev. Dir.;
<br />Brian Bleskachek, City Engineer;
<br />and Shawn Moynihan, City Attorney
<br />The Mayor called for corrections or additions to APPROVAL
<br />the minutes of the regular meeting on July 20, 19 9 2 OF MINUTES
<br />and hearing none the minutes were approved. as presented.
<br />Moved by Councilmember Simacek, seconded by CONSENT
<br />Councilmember I iveness to approve the consent agenda. AGENDA
<br />with the exception of Item 2, Final 1992 Sealcoat
<br />Payment to Allied Blacktop, and Item 4. Rejecting
<br />Bias -1992 Industrial Park Lot Excavating and Grading,
<br />to the Public Works Director agenda as Item 2 & 3
<br />1. Pay all bills as audited
<br />2. Resolution- Final Payment to Allied Blacktop -1992

<br />Moved by Councilmember Johnson, seconded by
<br />Councilmember Hicks to add to the agenda under
<br />City Administrator Item 7. HAA Request, 6 Ayes;
<br />Hays, None.
<br />Mayor Werner opened the Public Hearing at
<br />7:04 p.m. to receive comment on the proposed vacation
<br />of Bailiy Street from 3rd Street to 4th Street,
<br />between Block 17 and 123 of the Original Town of
<br />Hastings. The City Clerk provided proof of affidavit
<br />of publication* The Mayon asked if anyone wished to
<br />on the issue, and Mike Knoll of 402 East 3rd Street
<br />expressed his concern. The Mayor asked if anyone
<br />else wished to speak on the issue, no one wished
<br />to do so. The Mayor closed the public hearing at
<br />7:06 p.m.
<br />Mayor Werner opened the Public Hearing at
<br />7:07 p . n . to receive comment on the vacation of
<br />certain drainage and utility easements located on
<br />outlot A, Lots 2 through 6, Block lo, Cari Park and
<br />Lots 1 through 4, Block 1, and Lots 10 and 11, Block
<br />, Capri Park 2nd Addition, The City Clerk provided
<br />proof of affidavit of publication, The Mayor asked
<br />wished to speak on issues, no one wished to do so,
<br />The Mayor closed the public hearing at 7:08 p , m.
