<br />VII-2 <br /> <br />MEMO <br /> <br />To: <br />From: <br />Date: <br />Re: <br /> <br />Honorable Mayor and City Council <br />Tom Montgomery <br />March 31,2005 <br />2005 Street & Utility Improvement Program <br /> <br />The feasibility report on the proposed 2005 Street and Utility Improvements <br />Program was given to Councilmembers at the March 21 st meeting. The public hearings <br />for the two projects, 2005-1 Dakota Hills Area and 2005-2 Zweber Lane Area have been <br />scheduled for the April41h Council meeting. <br />The purpose of the public hearing is for Council to receive comment from <br />affected property owners before deciding whether or not to proceed with construction of <br />a project. Assessment issues are generally addressed at the assessment hearing following <br />completion of the projects. <br /> <br />2005-1, DAKOTA HILLS AREA IMPROVEMENTS <br />The proposed Dakota Hills Area improvement project is a City in Uiated project that will <br />require the votes of six Council members to approve the project. <br /> <br />. <br /> <br />PROPOSED IMPROVEMENTS <br />The proposed Dakota Hills Area improvements involve reconstructing Westview <br />Dr. between 15th S1. and Southview Drive, and adjacent streets 16th S1. through 23rd <br />S1. between Westview and Pleasant Drives, along with Valley Lane and Hilltop Lane. <br />Tlus work would consist primarily of street reconstruction only; limited replacement <br />of sanitary sewer, watermain or storm sewer utilities is proposed. The existing streets <br />are rough, and many of them lack concrete curb and gutter. As a result, the existing <br />street drainage is inadequate in many areas. <br /> <br />~ STREET RECONSTRUCTION - 16tl1 Street through 23rd Street are proposed to be <br />reconstructed at 32 foot width which is their current width, which will entail <br />narrowing 22nd and 23rd Streets which are currently 36 ft. wide. The remaining <br />streets, 16th through 21 st Streets will remain unchanged at 32 ft. width. Westview <br />Drive, Hilltop Lane, and VaUey Lane are proposed for to be reconstructed at 28 <br />foot width. Parking on Westview Drive would be restricted to the west side of the <br />street. No parking restrictions would be imposed for Hilltop and Valley Lanes, as <br />they are dead end streets primarily used as access for residents. Sidewalks are <br />proposed for construction on the entire length of the north side of 23 rd Street, and <br />on the south side of 22"d Street between Westvievv Drive and Dakota Hills Park. <br />
