<br />The Country Club's grounds committee has since prepared a storm water <br />plan with an estimated cost of$170,000. The City's share of this expense would <br />be $112,265 and would be a fixed number that would not increase. The Country <br />Club has requested that their $55,000 cost be added onto their assessment for the <br />Westview Drive improvements. <br />The Country Club had expressed other concerns about the Westview Drive <br />project to the Operations Committee, including staging of the construction and <br />maintenance of the trail. The Operations Committee recommended that the south <br />half of Westview Drive be constructed first, limiting the impact of construction on <br />access to the Country Club during the busier spring and early sunlmer golf season. <br />In addition, the Operations Committee recommended that City forces plow the <br />Westview Dr. trail at the same time as the Southview Dr. trail is plowed. <br /> <br />PUBLIC HEARING COMMENTS <br />As noted above, the following are proposed reconstruction issues opposed by a very <br />large majority of the residents affected: <br />1. Sidewalk on 23rd Street <br />2. Narrowing of23rd Street from 36' to 32' <br />3. Cul-de-sac islands <br />4. Narrowing Valley Lane from 32' to 28' <br />5. Realigning Valley Lane into existing ROW <br />If Council is in agreement, some acknowledgement that: <br />1. the 23rd St. walk will be eliminated from the project <br />2. 23rd St. will remain at a 36 ft. width <br />3. cul-de-sac islands vv"ill not be constructed <br />4. Valley Lane will remain at a 32 ft. width <br />5. Valley Lane will be constructed along its existing alignment provided <br />easements are granted <br />prior to opening the hearing up for public comment, will likely result in a greatly <br />reduced number of comments from the audience. <br /> <br />COUNCIL ACTION REQUESTED <br />Council is requested to adopt the enclosed resolutions ordering the improvements <br />and approving plans for the project. Council is also requested to approve in concept and <br />direct an agreement with the Country Club to be prepared that will grant the City an <br />easement for construction of the Zweber Lane ponding basin on Country Club property, <br />fund $112,265 worth of storm water improvements through the Country Club property, <br />and agree to City plowing of the Westview Drive trail. <br />Council is also requested to detennine if the sidewalk at 40 Valley Lane should be <br />replaced. The Council is requested to adopt a resolution prohibiting parking on the east <br />side of Westview Drive. <br />
