<br />799 <br /> <br />Hastings, Minnesota <br />August 16, 1971 <br /> <br />The City Council of the City of Hastings, Minnesota met in a <br />regular meeting on Monday, August 16, 1971 at 8:00 o'clock P.M. in the <br />Council Chambers of the City Hall. <br /> <br />Members present: Councilmen Novak, Kane, Collins, Hallberg, <br />O'Connor, Wilson, Driscoll, Christenson <br />and Mayor Rotty. <br /> <br />Members absent: None. <br /> <br />Minutes of the last meeting were read and approved. <br /> <br />The Mayor declared open the public hearing on the application <br />of Paul Reuter, owner of Lots 3 & 4, Block 18, W. G. LeDuc's Addition <br />to the City of Hastings to grant a Special Use Permit to allow construc- <br />tion of a car wash within a C-3 zone according to Section 9.9.3 of the <br />City Zoning Ordinance dated December 7, 1970. The Clerk reported that <br />notice had been given as required by Section 12.3.2. All persons were <br />given an opportunity to be heard. <br /> <br />After lengthy discussion, it was mbved by Councilman Kane, <br />seconded by Councilman Driscoll to limit debate on the above question. <br />Ayes, Councilmen Kane, Collins, and Driscoll. Nays, Councilmen Novak, <br />Hallberg, O'Connor, Wilson and Christenson. Motion lost. <br /> <br />After further discussion, it was moved by Councilman Novak, <br />seconded by Councilman Christenson that a Special Use Permit be granted <br />to Paul Reuter when the following requiremenmare met to the satisfac- <br />tion of the City Engineer: Ayes, Councilmen Novak, Kane, Collins, <br />O'Connor, Driscoll and Christenson. Nays, Councilmen Hallberg and <br />Wilson. Motion carried. <br /> <br />----- <br /> <br />Requirements to be met before granting a Special Use Permit <br />for car wash on Lots 3 & 4, Block 18, W.G. LeDuc's Addition: <br /> <br />1. Construction to be in accordance with sketch plan on file <br />in the Office of the City Engineer and easements to be <br />furnished as required. <br /> <br />2. Fence south edge of structure to blend with entrance and <br />exit. <br /> <br />. <br /> <br />3. Close Vermillion Street center island. <br /> <br />4. Relocate curb openings if necessary, subject to Minnesota <br />Highway Department approval. <br /> <br />5. Submit a topographic map showing present and proposed <br />conditions. <br /> <br />6. Adhere to all sections of the Zoning Ordinance pertaining <br />to service stations. <br /> <br />7. Fencing subject to approval of adjacent property owners <br />and as recommended by the City Engineer. <br /> <br />Councilman Driscoll introduced the following resolution and <br />moved its adoption: <br /> <br />-\ <br />I <br /> <br />BIDS ON PAINTING WATER TANK <br /> <br />WHEREAS, pursuant to an advertisement for bids for painting <br />the 150,000 gallon steel elevated water tank for the City of Hastings, <br />the following bids were received complying with the advertisement: <br /> <br />Contractor <br /> <br />Contract <br />Amount <br /> <br />Hourly <br />Crew Rate <br /> <br />Larson Tank Co. <br /> <br />$3,150.00 <br /> <br />$25.00 <br />
