<br />Reports were received from the Chief of Police, Fire Chief,
<br />Building Inspector, City Engineer, City Clerk and City Attorney on the
<br />condition of the Lynn property in East Hastings.
<br />
<br />A full discussion took place. It was requested that the County
<br />Welfare Department be requested to find suitable living quarters for the
<br />inhabitants of the Lynn property.

<br />Councilman O'Connor offered a motion, seconded by Councilman
<br />Christenson, which motion moved adoption of the following order: Ayes,
<br />Councilmen Novak, Collins, Hallberg, O'Connor, Wilson, Driscoll and
<br />Christenson; Nays, Councilman Kane. Motion carried.

<br />TO: Elmer J. Lynn, Cecil Lynn, and all other persons claiming any right,
<br />title or interest in the aforementioned premises:
<br />
<br />Pursuant to Chapter 393 of the Laws of 1965, the Hastings City
<br />Council, having duly considered the matter, finds the buildings located
<br />on the above described property to be hazardous for the following reasons:

<br />The City Council after receipt of numerous complaints, ordered
<br />an inspection and a repopt.,.t1w;eof to be made by the Chief of Police,
<br />the Fire Chief, the City Health Officer, the City Engineer, and the City
<br />Building Inspector, which reports were submitted to the City Council on
<br />August 1', 1971; that said reports state that the building is dilapidated,
<br />in extreme state of disrepair, is of unsightly appearance, violates
<br />numerous provisions of the building code in force in the City of Hastings,
<br />completely lacks sanitary facilities, and running water, that the struc-
<br />tures are uninhabitable, that the structure is deteriorated and inadequate,
<br />has tin for roofing, has rotted sills and base, is littered with junk
<br />and rubble, is structurally unsound and unsafe, and constitutes a fire
<br />hazard, a health hazard and a hazard to public safety.
<br />
<br />Pursuant to the foregoing and in accordance with Chapter 393
<br />of the laws of 1965, it is hereby ordered that the above referred to
<br />structures be razed and removed on or before November 16, 1971.
<br />
<br />It is further ordered that all personal property or fixtures
<br />located on the premises shall be removed by the persons owning the same
<br />prior to the above date and if not so removed, the City of Hastings may
<br />remove and sell such personal property or fixtures at private auction.
<br />
<br />You are further advised that unless the aforementioned demoli-
<br />tion and removal is completed on or before November 16, 1971; or an
<br />answer is served upon the City of Hastings and filed in the office of
<br />the Clerk 0f District Court of Dakota County, Minnesota, within twenty
<br />(20) days from the date of the service of this order, upon you, a motion
<br />for summary enforcement of this order will be made to the District Court
<br />of Dakota County.

<br />You are further advised that if the City of Hastings is compelled
<br />to take any corrective action herein, all necessary costs expended by
<br />said City will be assessed against the real estate and collected as other
<br />taxes.
