<br />SUBD. 5. ADDITIONAL POWERS AND DUTIES OF THE COMMISSION. The <br />Commission shall have the following powers and duties in addition to those otherwise <br />specified in this chapter: <br />A. Any application or plan for a proposed City action or approval that would affect the <br />appearance of a Heritage Site or District will be referred by the involved Department to the HPC <br />staff with plans or descriptions for HPC review and comment before final action. Examples of <br />City actions or approvals include The Planning Director will forward applications for land use <br />actions including special use permits. variances. vacations. subdivisions and site plans. zoning <br />ordinance amendments for nwie':; and comment. The Public 'N orks Dircctor or City Engineer <br />'..",ill forward street and utility reconstruction plans. or proposed appearance alterations for review <br />and comment. The Building Official '.vill forward applications for building permits, and copics <br />efbuilding violations or maintenance orders. for review and comment. Building. fence and sign <br />permits for Heritage Sites or District properties may not be released without a Certificate of <br />Approval from the HPc. The Commission shall r"vic,:; and comment on applications pertaining <br />to land use, signs, subdivisions and site plans on propcrties designated Heritage Preservation <br />Sites referred to the Heritage Preservation Commission by the Planning Commission or City <br />Council. <br />B. The Commission maysAaU request, as needed, the Department of Buildina <br />Safety :Public Works Diyision, Fire Department.tAe Planning Commission, the Housing <br />and Redevelopment Authority or the City Council to adopt measures required or <br />appropriate for the preservation, protection or maintenance of Heritage Preservation <br />Sites such asincluded but not limited to variances...--oF amendments, enforcement or <br />alternatives to the Cityzoning code, Buildina code and Fire code, rules governing <br />construction, demolition, alteration, maintenance,--oF use, or condemnation. <br />the removal or repair of blighting influence incompatible with the physical well being of <br />designated properties. <br />C. The Commission shall provide general preservation information~ and <br />guidelines to owners of Heritage Preservation Sites regarding maintenance, restoration <br />or renovation of historic properties., and rehabilitation. <br />D. The Commission shall promote public recognition and appreciation for Heritage <br />Preservation Sites. It shall periodically publish and provide to property owners a a <br />register OfF designated and potential Heritage Preservation Sites and Districts, along <br />with desian guidelines and preservation programs available at that time. <br />E. With the approval of the City Council. t:J:he Commission may contract the <br />services, on a permanent or part-time basis, of technical experts or professional <br />consultants and such persons as may be required to perform its duties.s; subject to <br />approval of the City Council. <br /> <br />F.
