RE'JIE'"I\' OF PERMITS.CERTIFICATE OF APPROVAL <br /> <br />A Pursuant to provision of the Uniform Building Code, as adopted by City Council, <br />Section 303 (a) Issuance of Permits, the Building Official shall immediately refer <br />applications for building permits for proposed alterations, relocation demolition or new <br />construction within the boundaries of designated Heritage Preservation Sites of the City <br />of Hastings to the Heritage Preservation Commission for their reVie'll and 'NritteA <br />approval or disapproval. Alteration includes but is not limited to remodeling, repair, <br />signs or fences that 'Nill change the exterior appearanco. Demolition may include the <br />whole or any part of a building. <br />B. "Permit Application and Plans" Every application for a building permit in relation <br />to property designated as a Heritage Preservation Site shall be accompanied by plans, <br />photographs, specifications or a written description fully describing the proposed work <br />which shall be provided to the Heritage Preservation Commission. <br />"Permit Issuance" The Building Official shall not issue permits for these applications <br />until receiving written approval from the Heritage Preservation Commission, subject <br />however, to paragraphs F, G, and H of this Section. <br />"Commission Review" The Heritage Preservation Commission shall meet at its earliest <br />convenience upon receipt of the application to determine if the 'Nork adversely affects <br />the preservation and architectural characters of No Change, authorizing the Building <br />Official to issue permits. All applications which do not meet the conditions for a <br />Certificate of No Change shall be reviewed at a full Commission meeting. <br />1. The Heritage Preservation Commission shall conduct a public hearing for the <br />purpose of receiving the recommendations from concerned citizens and the applicant. <br />Notice of the public hearing shall be published in a nevlspaper of general circulation and <br />sent to the permit applicant at least seven days prior to the date of the hearing. <br />2. If it is determined that the work to be performed does not adversely affect <br />the site, the application shall be approved and the Building Official immediately informed <br />in writing. <br />3. If it is determined that the work to be performed does adversely affect the <br />site or district, the applicant shall be disapproved and the Building Official immediately <br />informed in writing. The Commission shall furnish the permit applicant with a copy of <br />the decision together with recommendations for changes necessary before the <br />Commission will reconsider the permit application. <br />E. "Criteria" 'Nhen revievling an application as described under paragraph D of this Section, <br />the Commission shall consider whether the ..vork affects the Heritage Preservation Site in the <br />following cases. <br />1.
