<br />VIII-B-3 <br /> <br />Memo <br /> <br />To: <br /> <br />Mayor Werner and City Council <br /> <br />From: <br /> <br />John Hinzman, Planning Director <br /> <br />Date: <br /> <br />May 16, 2005 <br /> <br />Subject: <br /> <br />Resolution - Preliminary Plat\Final Plat\Site Plan\Special Use Permit\ <br />#2005-28 - Riverfront Addition - Phase I - North Half of Block 1 - <br />Hastings HRA\Sherman Associates <br /> <br />REQUEST <br /> <br />Sherman Associates seek the following approvals for Phase I of Riverfront Addition located <br />on Block 1 downtown on land owned by the Hastings HRA: <br /> <br />1) Preliminary and Final Plat to replat Block 1 (2.81 acres) into 3 lots. <br /> <br />2) Zoning Special Use Permit to allow residential units on the first floor of a building in <br />the DC - Downtown Core Zoning District on Lot 2, Block 1, RIVERFRONT <br />ADDITION. <br /> <br />3) Shoreland Special Use Permit to allow impervious surface coverage exceeding 75 <br />percent in the DC - Downtown Core Zoning District. <br /> <br />4) Site Plan to construct a 4 story, 28 unit condominium building with underground <br />parking on Lot 2, Block 1, RIVERFRONT ADDITION. <br /> <br />Site Plan approval is for Lot 2, Block 1 only. All other buildings will require site plan <br />approval at a later date. <br /> <br />RECOMMENDATION <br /> <br />The Planning Commission voted 5-2 (Mcinnis, and Truax dissenting) to recommend <br />approval of the requested actions, subject to the conditions of the attached resolutions, at <br />the May 9, 2005 Planning Commission Meeting. Commissioners discussed the DNR's <br />comments regarding the "bluff' disturbance and setback requirements and potential <br />conversion of the underground parking to commercial space. No one from the public <br />spoke for or against the item at the meeting. <br />
