<br />Riverfront Addition #2005-28 - Preliminary & Final Plat, Site Plan, SUP <br />City Council Memo - May 16, 2005 <br />Page 2 <br /> <br />DNR COMMENTS - "Bluff" Impacts <br /> <br />On May 9, 2005, Sandy Fecht of the Department of Natural Resources (DNR) <br />submitted comments regarding the proposed project and conformance to the <br />Mississippi River Critical Area Regulations. She contended that the slope south of 1 st <br />Street, adjacent to the railroad bridge was a "bluff'. Under the Critical Area regulations <br />bluffs cannot be disturbed and are subject to a 40 foot setback requirement <br /> <br />On May 11, 2005 I presented Sandy Fecht with pictures of the site showing that the <br />area in question was actually fill brought to the site in the late 1960's. The DNR no <br />longer considers the slope in question to be a "bluff". <br /> <br />CONVERSION OF COVERED PARKING TO COMMERCIAL <br /> <br />The Planning recommended that the applicant examine eliminating the storage units of <br />the covered parking and reconfiguring the parking to develop approximately 3,000 sJ. <br />of commercial space at the southeast corner of the building. Sherman has examined <br />the concept and is concerned about the impact on parking (would require the need for <br />an additional 15 spaces) as well as limited visibility of the area, and location along the <br />slope between the basement entrance and 1 st floor entrance. <br /> <br />ATTACHMENTS <br /> <br />. The City and HRA have entered into <br />a master preliminary agreement with Sherman Associates to purchase and develop the <br />land in accordance with the Preliminary Development Plan. <br />
