<br />Councilman Wilson introduced the following resolution and
<br />moved its adoption:

<br />RESOLUTION SUPPORTING THE ADOPTION OF
<br />LEGISLATION AUTHORIZING THE USE OF
<br />TWIN TRAILERS ON STATE HIGHWAYS
<br />
<br />WHEREAS, the State of Minnesota is one of the two states in this region
<br />that does not allow the use of twin trailers on its highways, and
<br />

<br />WHEREAS, this restrictive law has forced motor carriers now using the
<br />efficient twin trailers in other states to rehandle freight on the
<br />southern and western borders of Minnesota, and to bypass the state
<br />entirely, resulting in a transportation system that is costly, ineffi-
<br />cient and has caused the loss of hundreds of jobs in Minnesota, and
<br />
<br />WHEREAS, the vast majority of business, industry and consumers in the
<br />City of Hastings, Dakota County and in our area are dependent on service
<br />by motor carriers for all commodities thay receive and ship to and from
<br />all points in the United States, and
<br />
<br />WHEREAS, efficiency in transportation is vital to the economy of Minne-
<br />sota since it affects every citizen of our state, we believe that the
<br />passage of legislation authorizing twin trailers in Minnesota would
<br />enable Minnesota's motor carrier industry to remain competitive with
<br />other modes of transportation and with industry in neighboring states
<br />to the ultimate benefit of the businessman and the consumer,
<br />
<br />NOW, THEREFORE, BE IT RESOLVED that for the best interest and benefit
<br />of our business community and the consumers of this area, the City
<br />Council of the City of Hasting~, Minnesota, herewith recommends and
<br />supports legislation which will authorize the use of 65-foot long com-
<br />bination truck units consisting of a tractor and two semi-trailers in
<br />the State of Minnesota on such highways as the Legislatures may determine.

<br />The Senators and Representatives of the people of the City of Hastings,
<br />Councy of Dakota are herewith called upon to support and work for the
<br />adoption of this legislation, and the Clerk is hereby directed to trans-
<br />mit copies of this resolution to the legislative representatives from
<br />this area, to the Chairman of the House Reg a Industries Committee,
<br />to the Chairman of the Senate Public Highwa s Co ittee, and to the
<br />Governor of the State of Minnesota.

<br />Councilman O'Connor seconded the motion to adopt said resolution
<br />and votes were cast as follows: Ayes, Councilmen Schnirring, O'Connor,
<br />and Wilson; Nays, Councilmen Novak, Hallberg, and Kramer. Being a tie
<br />vote, the Mayor voted in the affirmative. Motion passed.

<br />Moved by Councilman Novak, seconded by Councilman Wilson to
<br />approve the following partial payments to George Olson Construction Com-
<br />pany for work performed on the Public Safety and Public Works buildings
<br />and to Riverside Sand and Gravel for work performed on the 1972 Improve-
<br />ment Program. Ayes, all; Nays, none.

<br />Moved by Councilman Wilson, seconded by Councilman Novak that
<br />the annual Financial Statement for the fiscal year ended December 31,
<br />1972 for the City of Hastings, as prepared by the Administrator, Clerk-
<br />Treasurer be and hereby is accepted. Ayes, all; Nays,none.

<br />Moved by Councilman Novak, seconded by Councilman Wilson to
<br />certify that the parcel of land described as Lot 7, Block 108, Original
<br />Town of Hastings be classified as non-conservation land from the list
<br />of lands forfeited to the State of Minnesota for non-payment of taxes
<br />
<br />for the year 1966 as certified by the County Auditor. Ayes, all;
<br />Nays, none.
