<br />The Operations Committee recommended that staff work with the Committee to <br />develop funding options for future water system improvements and increased operational <br />expenses with the implementation of water treatment. Bonding for some part of the <br />proposed well and treatment facility construction will be needed. WAC charges will <br />need to be reviewed as a funding source for system improvements as well as water rates, <br />including a possible increasing block rate structure, charging a higher water rate for water <br />usage above a base level such as the winter quarter usage. The Operations Committee <br />would forward a funding recommending to the entire Council by February of 2006. <br /> <br />OPERATIONS COMMITTEE RECOMMENDATIONS <br />With the immediate need to bring a new well on line by May of 2006 to meet <br />summer water demands, the Operations Committee recommended authorizing <br />completing the design and authorizing advertisement for bid for Well #8, and authorizing <br />the start of design for the water treatment facility and associated site improvements. <br />Design of the well, treatment facility and associated site improvements would be <br />completed by an engineering consultant TKDA. Design ofthe watermain improvements <br />on Commerce Drive and between Well #3 and #5 would be accomplished by the <br />Engineering Department. <br />The Operations Committee also recommended that staff work with the Committee <br />to develop funding options for future water system improvements and increased <br />operational expenses with the implementation of water treatment. <br /> <br />COUNCIL ACTION REQUESTED <br />Council is requested to approve the Operations Committee recommendations and <br />authorize preparation of plans and authorization to bid for construction of Well #8, and <br />authorize design and preparation of plans for a water treatment facility, trunk watermains, <br />and site improvements as outlined above. <br />
