<br />115 <br />February 3, 1986 <br /> <br />Moved by Councilmernber Trautrrann i seconded by Cbuncilmember <br />Berg to ... pass the 1st reading of an Ordinance amending Section 10.01 <br />Subdivision 1 of the City Code, rezoning the property described <br />as WilliaITls 1st Addition, from agricultural to R3 PRD, setting a <br />public hearing for the February 1 8, 1 986 regular City Council <br />meeting, approving the preliminary plat, and ordering an E.A.W. <br />The rezoning and preliminary plat approval are subject to the <br />following conditions or understandings being implemented. <br />6 Ayes; Nayes, Nesbitt. <br /> <br />1ST RFADING- <br />ORDINANCE AMEND- <br /> <br />1. That the park land, single family homes, duplexes, townhouses, and <br />""--1 apartment units be located on their respective lots as proposed in <br />I the preliminary plat/development proposal. <br />i <br /> <br />2. That 2.82 acres of park land be dedicated in the location proposed <br />on the preliminary plat as per the recorrmendation made by the <br />Natural Resources and Recreation Commission. <br /> <br />3. That the Whispering Lane Street extension to 140th St. be widened <br />to the required 60 feet and that the extension be surfaced with <br />gravel until such time as sewer and water utilities are installed. <br /> <br />4. That the lot and block numbering system be refined. <br /> <br />5. That drainage and utility easements be provided along property lines <br />as per city requirements. <br /> <br />6. That it be understood that final site and building plan approval <br />is required pursuant to Section 10.24 of the city codes for the <br />90 and 30 unit apartment canplex develor:ment as well as for the <br />1 8 unit townhouse development. The final site plan proposals to <br />be in conformance with city regulations. Specific attention to be <br /> <br />paid to setbacks, screening and landscaping, fire protection systems, <br />screening of waste disposal systems, lighting, etc. <br /> <br />."i <br /> <br />7. Single family lots in Theo Court to have 75 foot widths at setback <br />lines. <br /> <br />8. That the lot remnants in the northeast and northwest corner of the <br />develor:ment be combined with those properties noted as exceptions on <br />the proposed plat. An alternative, dependent upon the city's feelings <br />on this matter, would be to designate the remnants as outlots and <br />declared unbuildable. <br /> <br />9. The develor:ment of duplex and single family lots to be subject to <br />city regulations regarding setbacks, etc. <br /> <br />10. That, if required, an Evironmental Assessment Worksheet be prepared <br />and processed through the required review period prior to final plat <br />approval and construction. <br /> <br />11. That a develor:ment agreement be formulated to implement the conditions <br />and understandings presently brought forward and/or those which may be <br />recognized at a later date.
