<br />I <br /> <br />r- <br />I <br /> <br />,......-- <br /> <br />124 <br /> <br />Hastings, Minnesota <br />March 3, 1986 <br /> <br />The City Council of the City of Hastings, Minnesota met in a regular meeting on <br />Momay, March 3, 1986 at 7 :30 p.m. in the Council Chani>ers of the City Hall. <br /> <br />Ment>ers Present: CouncilmentJer Berg, Kulzer, Bond, Trautmann, Nesbitt and <br />Mayor Stoffel. <br /> <br />MenDers Absent: CouncilmentJer werner, Plan, Mathiowetz. <br /> <br />The Mayor called for additions or corrections to the minutes of the meeting of <br />February 18th and the Special meeting of February 13, 1986 and hearing nCl'le declared <br />the minutes approved as presented. <br /> <br />The Mayor declared the Public Hearing open at 7:31 p.m. to POBLIC HEARIKr <br />consider the 1986 Inprovement Program. The City Engineer, Jim 1986 IMPRO\1EMEN1'S <br />Kleinscbni.dt, reviewed with the City Council and the audience the <br />estimated costs of construction for the 1986 program. Everyone <br />wishing to speak at the matter was given the ~rtunity to do so. <br /> <br />Project: Oak Street fran 11th Street to 13th Street. Mr. Matt <br />Begich presented the Council with three petitions requesting to have <br />Oak Street vacated betMeen 12th and 13th street, Oak Street vacated <br />between 13th and 14th Streets, and Oak Street vacated between 12th and <br />14th Streets. Mr. Begich also requested that upgrCkJing <br />of Oak Street between 12th and 13th Street be deleted fran the work <br />project. Mr. Al Altendorfer, and Ms. SUsan Liefeld Cysiewski hCkJ questions <br />concerning the petition, how wide the street was and the sewer and water <br />hook ups. Ms Cysiewski also asked if sanitary sewer should be constructed <br />on Oak Street between 11th Street and 12th street. Mr. Begich'stated that <br />he hCk1 no cbjection to proposed watermain between 12th and 13th Street. <br /> <br />Project: 1st Street fran State Street to Olive Street. Mr. Jerry <br />Oem stated that Addition 13 should have no assessments, for right of <br />way purchase. He said that the property these owners already have paid <br />for right of way through dedication. <br /> <br />Project: Frazier Street fran .1st Street to 2nd street.", Mr. Joe Meier <br />stated that he has a lot that needs sewer and water services <I , Me.' Jerry <br />Oenn stated that he is going to install his own sewer and water services. <br /> <br />Project: Tiereny Drive fran Todd Way to a point 200 feet East: also <br />Todd Way fran Todd Court to Tiereny Drive. No one wished to speak on this <br />issue. <br /> <br />.,/ <br /> <br />Project: UR,:Jer l60th Street West of LeRoy Avenue. Mr. AI Sieben asked <br />if the storm sewer would extend beyond the west end of Siebens 3rd Addition. <br /> <br />Project: Cory Lane fran 220 feet South of 160th Street to 540 feet <br />South of 160th Street. No one wished to speak on this issue. <br /> <br />Project: 1st Street fran County Rock3 42 to Pleasant Drive excluding <br />1st Street fran State Street to Olive Street. Mr. Jerry Oem stated that <br />the storm water on Olive presently .flows:dCJwn Frazier and he felt that the <br />property owners should pay for no roore right of way. Joan Voelker questioned <br />whether the right away adjacent to the cemetery wculd'be obtained'through <br />purchase or condenIlation. , .. <br /> <br />Project: Ash Street fran 3rd Street to 4th Street. No one wished to <br />speak on this issue. <br /> <br />Project: State Street fran 4th Street to 7th Street. Nome wished to <br />speak on this issue. , <br /> <br />Project: Prairie Street fran 6th Street to Trunk Highway 55. Mr. Milo <br />Kinny, asked how wide the _ street was and will it be widened. Mr.. . Gary <br />Luckowitz questioned whether the. trees had to be moved. or if the street could <br />be narrower. Ms. SUsan Cysiewski asked ~ the projects would start. Mr. <br />Ron Nygard questioned how accurate the estimates were;, and when the Highway <br />55 construction takes place will Prairie Street remain open, and whether or <br />not River Street was a State Aid Street. No one else wished to speak on this <br />issue. <br /> <br />Project: Pine Street fran 2nd Street to 'lH-55. Mr. Andre Menard <br />questioned whether he was going to lose his trees on his property and he <br />stated that he felt that it was a dangerous intersection at 2nd and Pine, <br />
