<br />Hastings, Minnesota <br />June 16, 1986 <br /> <br />1 <br /> <br />The City Council of the City of Hastings, Minnesota met in a regular meeting <br />on Monday, June 16, 1986 at 7:30 p.m. in the Council Chambers of the City Hall. <br /> <br />Members Present: Councilmember Berg, Werner, Kulzer, Bond, Trautmann, <br />Nesbitt, Plan and Mayor Stoffel. <br /> <br />Members Absent: Councilmember Mathiowetz. <br /> <br />The Mayor called for additions or corrections to the minutes of the meeting <br />of June 2, 1986 and hearing none declared the minutes approved as presented. <br /> <br />Moved by Councilmember Trautmann, seconded by Councilmember Plan <br />to adopt Resolution No. 59-86 accepting and awarding the bid for the <br />sale of $1,475,000 General Obligation Improvement Bonds to the First <br />National Bank of St. Paul. 7 Ayes; Nayes, None. Copy of resolution <br />on file. <br /> <br />RESOLUTION NO. 59-86 <br />AWARD BID-GENERAL <br />OBLIGATION IMPROVE- <br />MENT BONDS <br /> <br />The Mayor declared the public hearing open at 7:37 p.m. to consider PUBLIC HEARING- <br />amending Section 10.01, Subdivision 1 of the City Code rezoning from REZONING VALLEY <br />Agricultural and P-I to R-2 Medium Density Residential, Valley West WEST 2ND ADDITION <br />2nd Addition. No one wished to speak on the matter, the Mayor closed <br />the public hearing at 7:38 p.m. <br /> <br />The Mayor declared the public hearing open at 7:39 p.m. to consider <br />amending Section 10.24, Subdivision 3 and adding Subdivision 5 of the <br />City Code having to do with site plan approval and relating to <br />developer I s agreement. The Mayor asked if anyone wished to speak on <br />the matter, no one wished to do so the Mayor closed the public hearing <br />at 7:40 p.m. <br /> <br />PUBLIC HEARING- <br />SITE PLAN REVIEW <br />PROCEDURES <br /> <br />The Mayor declared the public hearing open at 7:41 p.m. to consider PUBLIC HEARING- <br />amending Chapter 2, Section 2.57 of the City Code having to do with ABSENTEE BALLOT <br />establishing Absentee Ballot Board at City Hall. The Mayor asked if BOARD <br />anyone wished to speak on the issue, no one wished to do so, the Mayor <br />closed the public hearing at 7:42 p.m. <br /> <br />The Mayor declared the public hearing open at 7:43 p.m. to consider PUBLIC HEARING- <br />changing the name of 160th to 31st Street, east of T.H. 316, and to SOUTH HASTINGS <br />consider changing the street addresses on Malcolm Avenue from 160th ADDRESSES <br />Street to T.H. 316 from the existing 5 digit numbers to 4 digit numbers <br />to conform with the city's street numbering system. The Mayor asked <br />if anyone wished to speak on the matter, no one wished to do so. A <br />letter was in the Council packet from Mr. Forrest Skallerup requesting <br />to keep his address as listed on the Redwing Blvd. The Mayor closed <br />the public hearing at 7:50 p.m. <br /> <br />Moved by Councilmember Trautmann, seconded by Councilmember Berg <br />to change the name of 160th Street to 31st Street, east of T.H. 316 and <br />to change the street addresses on Malcolm Avenue, from 160th Street to <br />T.H. 316, from the existing 5 digit numbers to 4 digit numbers to conform <br />to the city's street numbering system. A 31st Street sign would be <br />posted on the existing sign posted 160th Street so that the street is <br />designated as 160th Street and 31st Street for a two year period and <br />then the 160th Street sign would be removed. The new addresses go <br />into effect immediately. Staff is requested to work with Mr. Gordon <br />Specht deleting 3297 160th Street from this requirement however, <br />considering changing it to 3297 Glendale Road. 7 Ayes; Nayes, None. <br /> <br />l <br /> <br />The people affected by the 1986 Improvement Project on Pine <br />Street had designated a spokesperson to represent them at the Council <br />meeting. Ms. Laura Bolstad, 701 W. 2nd Street, spoke on behalf of <br />the residents. She requested that the Council maintain the existing <br />stop signs on Pine Street creating no thru street and that they <br />consider narrowing the road from 36 feet to 32 feet and allow no <br />parking on Pine Street, as well as having narrower sidewalks to <br />preserve the green space and having the sidewalks be as far away from <br />the houses as possible. Mr. Andre Menard suggested that the cost <br />for the improvements would be reduced by reducing the size of the <br />street and the sidewalk in this street and he felt that it was imperative <br />that no parking be on Pine Street because of small children. Mr . <br />Philip Nolan had requested the sidewalk between 4th & 5th Street not <br />be replaced but now it is torn up; and Mr. McNamara stated he had <br />just recently purchased a house and the improvements would reduce <br />the value. <br /> <br />SOUTH HASTINGS <br />ADDRESSES <br /> <br />PINE STREET <br />IMPROVEMENTS-2ND <br />TO T.H. 55 <br />
