Hastings Planning Commission <br />Minutes of September 13th, 1999 <br />Regular Meeting <br /> <br />Commissioner Schultz called the meeting to order at 7:00 p.m. <br /> <br />Commissioners Present: Flom, Harrington, Schultz, Anderson, Donndelinger <br />Commissioners Absent: Strauss <br />Staff Present: City Planner Matthew Weiland <br /> <br />2. Approve Meeting Minutes of August 23rd, 1999 Planning Commission Meeting. <br /> <br />3. Public Hearing - K + K Addition Preliminary Plat <br /> <br />City Planner, Matt Weiland presented background information on this subject. <br /> <br />Public Hearing Opened at 7:10 pm for the Preliminary Plat. <br /> <br />Public Comments: <br /> <br />Lynn Mann (1927 Eddy St) - Concerned about number of units, curbing, street assessments against this <br />property, his two old trees and the fence along the road. Opposed to 5 units. <br />John and Lisa Roe (1940 Eddy St) - Concerned about number of units, water runoff, drainage and height <br />of units. <br />Andrew Kalin (1942 Eddy St)- Concerned about water runoff form project and street improvements. <br />Janice Kalin (1942 Eddy St) - Concerned about water runoff and children having no place to play. <br />Sherry Denn (1937 Ashland) - Concerned about rentals and children. <br />John Caldwell (1910 Eddy St) - Concerned about congestion in the area and the number of units. <br /> <br />The Public Hearing was closed at 7:40 pm <br /> <br />Planning Commission Discussion: <br />Commissioner Anderson was concerned about the number of units, lack of green space and water runoff. <br />Recommenced a 20 fl drive a smaller garage and less units. <br /> <br />Commissioner Flom liked to see more rental housing and commented that there were locations in the area <br />for kids to play. <br /> <br />Preliminary Plat Action: <br /> <br />Planning Commission Action: <br />Commissioner Schultz made a motion and Commissioner Harrington made a second to recommend <br />approval of the K + K Addition preliminary plat to the City Council subject to the following <br />conditions: <br /> <br />That the applicant provide evidence that the private street will be maintained by a homeowner's <br />association and not by the City; <br />That the street and related utilities be designed and constructed according to City policies as <br />determined by the Public Works Director. <br />That the grading and utility plans are modified according to the following comments: <br />A. The 6 inch sanitary line shall be increased to an eight inch sanitary line. <br />B. The sanitary line shall be raised to establish 1/16 inch of fall for every foot of distance <br />ran to the sanitary sewer connection in Eddy St. <br /> <br /> <br />
