Resolution-Approval ofMnDOT Agreement for Highway 55 Landscaping <br /> <br />Public Hearing-Ordinance Establishing an Economic Development Commission <br />Mayor Werner opened the public hearing at 7 :02 p.m. <br />Hearing no public comments, Mayor Werner closed the public hearing at 7:03 p.m. <br /> <br />Second Reading- Ordinance Establishing an Economic Development Commission <br />Councilmember Riveness expressed concern over several aspects of the proposed <br />commission: 1. He did not want to create another city department; 2. He stated concern over <br />permitting non-residents to serve; 3. He felt it would be better to have commissioners appointed <br />by the entire council rather than just the mayor. <br />City Administrator Osberg stated that there is not a request for the creation of a City <br />department; this is only to create an advisory commission similar to the Planning Commission. <br />Councilmember Schultz stated that this commission is to provide assistance to the <br />Planning Director with economic development issues. <br />Councilmember Moratzka stated that this commission would be more comprehensive in <br />scope than the HRA or Industrial Park Board; it would review the entire City of Hastings for <br />economic development opportunities. <br />Mayor Werner stated that he did not feel that the mayor needs to appoint commissioners <br />and he supported approval by the Council as a whole. He also stated that non-residents may bring <br />some important skills to the commission. <br />Moved by Councilmember Moratzka, seconded by Councilmember Yandrasits to amend <br />the proposed ordinance to allow for commission members to be appointed by the Council as a <br />whole based on recommendations from the Administrative Committee of the Council. <br />7 Ayes; Nays, none. <br />Moved by Councilmember Moratzka, seconded by Councilmember Hazlet to approve the <br />ordinance creating an economic development commission as amended. <br />7 Ayes; Nays, none. <br /> <br />Resolution-Special Use Permit: Kings Cove <br />Moved by Councilmember Yandrasits, seconded by Councilmember Moratzka to approve <br />the resolution as presented, with staff directed to review all marina construction and building <br />changes. <br />7 Ayes; Nays, none. <br />Copy of resolution on file. <br /> <br />Resolution-Special Use Permit: City of Hastings (General Sieben Drive Floodway) <br />Moved by Councilmember Riveness, seconded by Councilmember Schultz to approve the <br />resolution as presented. <br />7 Ayes; Nays, none. <br />Copy of resolution on file. <br /> <br />Resolution-Special Use Permit: Wal-Mart Fuel Pumps <br />There was discussion over access and lighting proposed for the site. Staff was directed to <br />ensure that lighting complied with the City's regulations. <br />
