VI-7 <br /> MEMO <br /> To: Honorable Mayor and City council members <br /> From: Lori A. Webster,Finance Director <br /> Subject: Utility bill fee waiver <br /> Date: September 13, 2000 <br /> A request is presented to waive a$50.00 fee that is applied to a customers account when the water is shut <br /> off(usually for non-payment) I received a phone call from the property owner regarding their bill. They had <br /> °just°received the shut off noticed so I instructed them to come in and pay the amount of the bill <br /> outstanding. <br /> The problems arises due to the fact that an employee at the front counter neglected to inform me that the <br /> water was already shutoff(thereby indicating they should pay the$50.00 to turn it back on,in addition to <br /> the outstanding balance)On top of this,that same employee then dispatched the utility department to turn <br /> the water back on when the owner paid(without the$50.00)This is not standard practice-the fees must <br /> be collected up front before the utility department is notified to turn the water back on. The personnel <br /> involved have been notified of this error. <br /> In addition to this,the homeowner also notified the City as to the incorrect mailing address on the bill. This <br /> also has since been corrected. <br /> For the reasons stated above, I am recommending that the council authorize the waiver of this fee. <br /> If you should have any questions,please feel free to contact me. <br />
