Grading and Utilities: There are existing utilities in the area. <br /> Preliminary Plat Review <br /> Lots: There are two proposed platted lots as part of this subdivision. There will be one lot for the <br /> existing apartment building and a new vacant lot. <br /> Access: The development will be served by access from 35`h Street. <br /> Park Dedication: The Siebens 4`h Addition Preliminary plat has been referred to the NRRC for <br /> comment. It is anticipated that the NRRC will recommend that the City require cash-in-lieu of land <br /> to meet park dedication requirements. The cash in lieu of land fee would be $850.00 per unit. The <br /> park dedication fee shall be agreed to upon in the development agreement. <br /> Interceptor Sewer: The applicant shall be required to pay $305.00 per lot in interceptor sewer <br /> charges, prior to the city releasing the final plat hardshells. The interceptor sewer charge for this <br /> project totals $305.00. <br /> Planning Consideration:This development will provide more rental housing,which is needed in this <br /> City. These units are proposed to be constructed so that they could also be sold off as owner <br /> occupied units in the future. <br /> Planning Commission Action: <br /> The Planning Commission voted at the Sept. 11`h meeting to recommend to the City Council <br /> approval of the Preliminary Plat. <br /> Requested Action: <br /> Motion to approve Siebens 4`h Addition preliminary plat subject to the following conditions: <br /> 1. That the Developer shall pay the required per residential interceptor sewer fee <br /> prior to release of final plat hardshells; <br /> 2. That approval the preliminary plat and any final plat shall be subject to <br /> park/public land dedication requirements as recommended by the City of <br /> Hastings Natural Resources and Recreation Commission and approved by the <br /> Hastings City Council. <br /> 3. The developer shall plant two trees,at least two inches in diameter,in the front yard. <br />
