<br />Minutes of the Regular Meeting of November 19, 2001 <br /> <br />Page 3 of 4 <br /> <br />/- <br /> <br />Approve Concept Plan-Hertogs & Crist Development <br />Moved by Councilmember Schultz, seconded by Councilmember Moratzka to approve <br />the concept plan for this proposal. <br />7 Ayes; Nays, none. <br /> <br />Resolution Accepting Petition and Ordering Feasibility Study <br />Moved by Councilmember Moratzka, seconded by Councilmember Hazlet to accept the <br />petition and order the feasibility study as presented. <br />7 Ayes; Nays, none. <br /> <br />Authorize Consulting Engineering-Industrial Park Improvements & Hertogs and Crist <br />Development <br />Moved by Councilmember Moratzka, seconded by Councilmember Hicks to authorize <br />the use of Bolton & Menk to prepare feasibility report for a proposed Spiral Boulevard and 31 st <br />Street extension at an estimated cost of $130,000. <br />7 Ayes; Nays, none. <br /> <br />Resolution Ordering Feasibility Studies <br />Moved by Councilmember Riveness, seconded by Councilmember Moratzka to order <br />feasibility studies for 2002 street improvements. <br />7 Ayes; Nays, none. <br /> <br />Resolution Authorizing Preparation of Right-of-Way Map and Condemnation of Right-of- <br />Way for Eddy Street, 18th Street, and 19th Street <br />Moved by Councilmember Hazlet, seconded by Councilmember Moratzka to authorize <br />for appraisals for this project, but not condemnation proceedings. <br />7 Ayes; Nays, none. <br /> <br />Recycling-Paper Drop-Off Sites <br />Randy Triplett of Waste Management was available to discuss a proposed paper drop-off <br />site program that would give local youth groups an opportunity to raise funds. <br />Moved by Councilmember Riveness, seconded by Councilmember Hazlet to approve the <br />recycling paper drop-off program for a six-month trial period. <br />7 Ayes; Nays, none. <br /> <br />Police Department Firing Range Policy Amendment <br />City Administrator Osberg stated that the City of Cottage Grove has requested use of the <br />Hastings firing range twice a year for two days at a time. The cost will be $1,000 for that use. <br />Two neighbors objected to expanded use, citing no benefit to the City of Hastings, safety <br />concerns, and continued viability of the site with surrounding development. <br />Moved by Councilmember Hazlet, seconded by Hicks to approve the Cottage Grove <br />Police Department's use of the firing range twice a year (spring/fall) for two times each season <br />for a period of one year. <br />7 Ayes; Nays, none. <br /> <br />--.-------.---- <br />
