<br />HASTINGS HERITAGE PRESERVATION COMMISSION <br /> <br />Minutes of Meeting, March 21, 2006, 7:00 p.m.,City Hall <br /> <br />I. Quorum: Commissioners Behnke, Goderstad, Hellie, Hicks, Martin, St. James, Simacek, and <br />Sovik Siemens present; Warg absent. Staff: Grossman. Chairperson Goderstad called the <br />meeting to order. <br /> <br />II. Minutes of February 21, 2006. Martin moved and Hicks seconded approval with change of <br />Frank Lloyd Wright Conference to Minnesota Chapter, Society of Architectural Historians; <br />motion carried. <br /> <br />ID. Review of building permits or design proposals <br /> <br />201 Second St. E. New awning & sign. St. James moved and Simacek seconded a Certificate <br />of Approval ofthe awning and signage based on the following findings; motion carried; 8-0. <br /> <br />Signage shall be permitted on canvas awnings where they are compatible with the age of <br />the building. This building has always had an awning. The design and size of the awning is <br />appropriate for the building. The dark green color is compatible with the neighborhood. <br />The small sign in the window is permitted. Window signs are traditional. The <br />combination of the awning and the window sign do not exceed the area allowed. <br />The type face is the official style of Edward Jones, like a logo. Logos are <br />acceptable as long as the materials are permitted - such as canvas awnings and signs inside <br />windows. The type faces used are traditional. The dark background and white lettering is <br />good contrast. <br /> <br />IV. Business. <br /> <br />Nominations for annual preservation awards. Several members proposed a list of nominees <br />and arrangements were made for a walking tour on April 26 starting at Sovik. Siemen's house. <br /> <br />V. Information & reports <br /> <br />A. Designation of additional properties. Of 223 properties surveyed, about 85 have not been <br />included in a district or individually designated The 1994 survey project completed by Carole <br />Zellie produced photos and brief descriptions of223 properties which included 61 properties <br />placed on the National Register in the late 1970s. <br />The 1997 district project completed by Carole Zellie proposed a district of 83 properties, <br />of which 16 are non-contributing and 5 were already designated on the National Register. The <br />Old Hastings District was designated by Council. <br />The 1999 designation project completed by Carole Zellie nominated seventeen individual <br />properties outside of historic districts. Of these 14 were designated by council. These not <br />designated at the time: CP depot, 403 Second E: because the exterior integrity has been <br />destroyed by sandblasting; Guardian Angels School, 200 4th St. E: at the request of the parish; <br />
