MINUTES OF HASTINGS PLANNING COMMISSION <br /> <br /> MONDAY, APRIL 25, 1983 <br /> <br /> 6:00 P.M. EARLY MEETING <br /> <br /> 7:30 P.M. REGULAR MEETING <br /> <br /> The Early Meeting was opened at approximately 6:10 P.M. Mr. <br />Guy Peterson and Ms. Ana Stern from the Metropolitan Council Housing <br />Staff were on hand to give a presentation on affordable housing issues. <br />The presentation lasted approximately an hour. Members of the City <br />Council were also in attendance. <br /> <br />Chairman Murphy called the regular meeting to order at 7:34 P.M. <br /> <br />Members ~resent: Commissioners Murphy, Swanson, Stevens, Reuter, <br /> Martin, Conzemius, Anderson, and Wendler. <br /> <br />Members Absent: Commissioner Simacek. <br /> <br /> Mayor Stoffel presented Patti Collins Bultman with <br />a Certificate of Recognition for her years served on the <br />Planning Commission. <br /> <br />CERTIFICATE OF RECOGNI- <br />TION TO PATTI COLLINS <br />BULTMAN <br /> <br /> Moved by Commissioner Wendler, seconded by Commissioner <br />Reuter to approve the Minutes of the April 11, 1983 Meeting. <br />8 Ayes, 0 Nayes. <br /> <br />APPROVAL OF MINUTES <br /> <br /> Chairman Murphy opened the Public Hearing at 7:36 P.M. <br />The Planner noted that on file were the Notice of Public <br />Hearing, Affidavit of Publication, and Certificate of <br />Mailing. The Public Hearing was properly called. <br /> <br />PUBLIC HEARING - SPECIAL <br />USE PERMIT - TWO FAMILY <br />CONVERSION - 941W. 15TH <br />STREET - GORDON DAGGETT <br /> <br /> Mr. Daggett told the Planning Commission that he plans <br />on living at the home for at least 15 years, and that he <br />would like to rent out the basement when his children were <br />gone. He also indicated that there was other rental property <br />in the area. Mr. Stocker from 937 W. 15th Street told the <br />Planning Commission he was concerned what would happen when <br />Mr. Daggett moved out. Mayor Stoffel stated that if there <br />were other rental units in the area, that they were illegal. <br />Councilman Nesbitt asked how legal nonconforming uses were <br />established. Mr. Daggett indicated that some of the single <br />family homes in the area have four to five cars. Councilman <br />Werner informed the Commission that some of the people in <br />the area felt the house was originally designed and intended <br />to have a rental unit. Discussion then centered on whether <br />Mr. Daggett had intended to rent out the lower level when <br />the house was built. After all people present had an <br />opportunity to be heard on the matter, Chairman Murphy closed <br />the Public Hearing at 7:50 P.M. <br /> <br /> Commissioner Stevens indicated that even though the use was <br />permitted in the R-1 District, a precedent had been established <br />in denying two family dwellings in the R-!
