May 23, 1983 <br />Page 2 <br /> <br /> After all people present had an opportunity to <br />be heard on the matter, Chairman Murphy closed the <br />Public Hearing at 8:04 P.M. <br /> <br /> Moved by Comnissioner Wendler, seconded by Commis- <br />sioner Reuter to recommend approval of the proposed <br />special use permit, since the proposal meets all zoning <br />requirements. 7 Ayes, Simacek Naye. <br /> <br /> Chairman Murphy opened the Public Hearing at 8:17 <br />P.M. The Planner indicated that on file were copies of <br />the Notice of Public Hearing, Affidavit of Publication, <br />and Certificate of Mailing. Thus, the Public Hearing was <br />properly called. The Planner went on to recommend that <br />the Commission take comments on the Preliminary Plat, <br />but table action on the Plat until additional information <br />was provided to City Staff. He did indicate that the <br />Commission could act on the rezoning request. <br /> <br /> Joe Kane, Don Denn, and Jack Malban asked how it <br />came to be that multiple family dwellings could be <br />allowed in this area, since their homes were single <br />family. The Planner explained the Comprehensive <br />Planning Process. <br /> <br /> Mr. Malban informed the Planning Commission that <br />he was opposed to the Comprehensive Plan, and the pro- <br />posed development, and that they should change the Com- <br />prehensive Plan to say that only single family dwellings <br />should be allowed in the area. Most members of the aud- <br />ience agreed. Mr. David Fasbender indicated that he felt <br />the proposal would harm the Hoffman's use of thier property <br />as a horse ranch. Mrs. Donald Denn indicated that she <br />felt the Planning Commission should not allow the rezoning. <br />Mr. Kane stated that the Planning Commission and Council <br />should listen to the desires of the neighbors. After all <br />people present had an opportunity to be heard on the matter, <br />Chairman Murphy closed the Public Hearing at 9:33 P.M. <br /> <br /> Moved by Commissioner Swanson, seconded by Commis- <br />sioner Wendler to recommend that the Council rezone the <br />proposed property from agricultural and public institu- <br />tion to R-3 for the purposes of the Pleasant Valley PRD, <br />since the proposal was consistent with the Comprehensive <br />Plan. 5 Ayes, Reuter and Martin Naye, Murphy Abstaining. <br /> <br /> Moved by Commissioner Wendler, seconded by Commis- <br />sioner Conzemius to table action on the Preliminary Plat <br />until the next Planning Commission meeting, to wait for <br />additional information from the developer on the site <br />plans. 7 Ayes, Murphy Abstaining. <br /> <br /> The Planner presented the Planning Commission with <br />a copy of the letter from the Minnesota Department of <br />Transportation regarding the plat.
