PLANNING CO/vhqlgglON MINUTEg <br /> <br />NOVEMBER 22, 1976 <br /> <br />The meeting was called to order at 7:34 P.M. by Acting Chairman Stoffel. <br /> <br />Members Present: Linde, Peterson, Kramer, Stoffel, Latch, Stark, Fischer, <br /> Wendler, and Walker <br /> <br />Approved by Commissioner Linde, seconded by <br />Commissioner Fischer to approve the Minutes of the <br />November 8, 1976 Planning Commission Meeting. <br />9 AMes - 0 Nayes. <br /> <br />APPROVAL OF MINUTES; <br /> <br />Commissioner Kramer expressed his concern to the <br />Planning Commission regarding the involvement of other <br />governrnental agencies in the request to rezone 80 acres <br />north of the County Court House from agriculture to an <br />R-4 District. The City has been contacted by Nininger <br />Township, Dakota County and the M{nnesota State Historical <br />Society, vcho o's, ns a cemetery north of the proposed rezon[ng. <br />Tv¢o of the three agencies-~have_ indicated a negative reaction <br />to the proposal by Mr. Espeseth. At the Public Hearing, it yeas <br />asked that anyone vcho objected to the rezoning should give <br />specifics as to why they felt the rezoning yeas inappropriate <br />for the area suggested. Commissioner Kramer indicated <br />to the Planning Corrm'~isskon that he ',vas not aware of any <br />petitions which have been received meeting the criteria he <br />specified previously. <br /> <br />ZONING AMENDMENT - <br />RODGER ESPESE TH <br />WEST 4TH STREET <br /> <br />Corrunissioner Walker indicated that the Comprehensive Plan <br />has designated this area for residential development and there <br />is the need for the City to provide more Mobile Ho n~ sites. <br />This site offers the advantages of having public utilities <br />available and yet very little surrounding development. <br /> <br />Commissioner Latch expressed concern about putting all <br />higher density residential development in one area. At the <br />present time, the immediate vicinity ha~s tovcnhouses and <br />apartments,and with this additional high density development, <br />future traffic problems could occur. <br /> <br />Moved by Commissioner Kramer, seconded by <br />Cornrnissioner WaLker to recommend to the Council that <br />the property included in the Espeseth request be rezoned <br />from Agriculture to R - 4. 7 Ayes; Latch and Stoffel-lNay. <br /> <br /> <br />
