PLANNING COMMISSION MINUTES <br /> <br />SEPTEMBER 13, 1976 <br /> <br />T~e meefilng was called to order at 7:34 P.M. by Chairman Glenxxle. <br /> <br />Members present: Chairman Glennie, Peterson, Stark, Kramer, Linde, Sto£fel,~ <br /> Dick Walker arrived at 9:15 P.M. <br /> <br />Members absent: Latch and Fischer <br /> <br />Moved by Commissioner Linde, seconded by Commission- APPROVAL OF MINUTES <br />er- K~amer to approve the Minutes of the August 23, 1976 <br />Planuins Commission Minutes. 6 Ayes - 0 Nayes. <br /> <br />The Pla~ing Director reviewed the Fischer Committee <br />report on the Russell Gaddes request for ~ , borne <br />occupation allowing the Use of a stencil rnachkne in the <br />basement of his home. The Committee report indicated <br />that the request complied with all requirements for a home <br />occupation permit and recommended approval of the <br />home occupation. <br /> <br />HOME oCCUPATION- <br />RUSSELL GADDES <br />i010 WEST 14TH STREET <br /> <br />Moved by Commissiener Kramer, seconded by Commissioner <br />Stoffel to appr®ve the home occupation permit for a stencil <br />machine ~n the basement of Mr. Gaddes's home. 6 Ayes - 0 Nayes. <br /> <br />Moved by Commissioner Kramer, seconded by <br />Commissioner Stark to call for a public hearing on <br />September 27, 1976 at 7:30 P.M. <br /> <br />SPECIAL USE PERMIT <br />MRS. GERVAIS FOX <br />991 WEST 21STST. " <br /> <br />The Peavey Mill has submitted plans for making SITE PLAN REVIEW <br />improvements to the building ,which will take PEAVEY MILL <br />approximately five years. A site plan approval covers the T.H. 61 <br />entire five year improvement program for the Peavey <br />M~ll. There were problems related to insufficient drainage <br />on the parking lot and lack of parking stalls, but the pooling <br />of water would occur basically in their truck parking area <br />of the lot and does not affect adjacent property owners. <br />A,~,~ther problem is the peak hour demand for parking stalls. <br />This occurs after all trucks have been unloaded which will allow <br />for car parking in that part of the truck lot. _A~ additional <br />problem involves maintaining the required setback from the <br />front property line with the proposed parking lot and doing the <br />landscaping required by the ordinance. Peavey's plans include <br />blacktopping up to the public sidewalk along Vermillion St. <br /> <br />The planning Director recommended approving the Peavey <br />site plan subject to Peavey continuing to work with the City <br />in an attempt to arrive at a suitable plan for lighting on the <br />south side of building and to select a desirable color scheme <br />for the concrete and metal panels on the south ,side of the <br />building. In addition approval should be subject to landscaping <br />being provided as the various phases of the project are completed, <br /> <br /> <br />
