MINUTES OF MEETING <br />HASTINGS PL~BINING COMMISSION <br />NOVEMBER 12, 1970 <br /> <br /> At a special meeting of the Planning Commission and City <br />Council called for 7:00 o'clock P.M. on November 12, 1970 the fol- <br />lowing were present: Soleim, Fischer, Bauer, Sieckert, Moen, Fluegel, <br />Driscoll, Davidson, Novak, A1 Siebena~d Ben Sontag. <br /> <br /> The first item of discussion was the Sontag plat: It was pointed <br />out that there had been previous approval by the Planning Commission <br />of the general plat layout. Sontag wanted the final approval, on 13 <br />lots which is the maximum number of lots that can be served until there <br />is an extension of the trunk sewer in the area. The plat is known as <br />"Sontag's First Addition" and involves 13 lots on either side of Brittany <br />Road north of 15th Street. Moved by Fluegel, seconded by Sieckert and <br />unanimously carried: Approve Sontag's First Addition and recommend <br />approval to the council. <br /> <br /> A1 Sieben stated that he plans to go ahead with his Four-plex <br />at Eddy and 15th Street. Davidson noted that the structure size had <br />been reduced to a building of 24 feet 8 inches by 68 feet. It is pre- <br />sently zoned R-3. It also would be in an R-3 zone under the proposed <br />zoning ordinance. Moved by Fischer, seconded by Moen and unanimously <br />carried: approve building permit for Four-plex on this location. <br /> <br /> Zoning ordinance: A page by page review was made of the zoning <br />ordinance as revised by the City Engineer and City Attorney. <br /> <br /> C-4 zoning: The City Engineer and City Attorney are to come up <br />with the specifications for C-4 zoning. This shall include a provision <br />that a C-4 zone n~st be adequately buffered from single families in <br />residential areas by either high density use or by landscaping approved <br />by the City Council. <br /> <br /> The next item was the Stoffel-Hy De Hy property on Highway 55. <br /> It was noted that the use presently made is technically industrial as <br /> opposed to commercial. Motion was made by Fischer, seconded by Bauer <br /> that the strip be zoned R-3 by the new ordinance and that the present <br /> uses be designated as non-conforming. On a voice vote the chair stated <br /> that he was in doubt. Further discussion ensued. As a result of the <br /> further discussion, a committee of the group was to contact Mr. Stoffel <br /> and explain to him the various alternatives available and determine what <br /> his wishes were with regard to the property. The various alternatives <br /> along with Stoffel's preferences would then be presented to the cOuncil <br /> at the second reading. <br /> <br /> There being no further business to come before themeeting, the <br /> same was upon motion duly made, seconded, and unanimously carried, <br /> adjourned. <br /> <br /> <br />
