CI?¥ OF HAS?INGS Office of ENGINEER MINUTES OF THE JOINT MEETING OF THE HASTINGS PLANNING COMMISSION AND CITY COUNCIL HELD THURSDAY, OCTOBER ZZ, 1970 The Planning Commission meeting started at 7:00 P. M. Those present: Mr. Petersen, Mr. Hallberg, Mr. Moen, Mr. Sieckert, Mr. Soleim, Mr. Fischer, Mr. Siebrecht, and Mr. Flnegel Also present: Kermit Crouch, John Davidson, Pat Foster, Xavier Kaiser, Bob Neujahr and Dick Collins The first item of discussion was the proposed T. H. 55 shopping center lying south of 55 between Westview Drive and Pleasant Drive. There was a brief review on the sub-committee report of Mr. Soleim, Moen and Siebrecht. It was suggested to Mr. Kermit Crouch that he rough out a C-4 Zone and moved by Councilman Fischer, Seconded by Councilman Soleim, and unanimougly passed to re-zone the area C-4 - Regional Shopping Center, with a stipulation that a section for C-4 zoning be added to the zoning ordinance. Next item was a motion recommending to the City Council that the zoning ordinance be amended to add a C-4 Zone, subsequent to Mr. Crouch's sub- mission of a C-4 zone requirement. Mr. Fluegel made a motion to accept the report of the sub-committee, seconded by Councilman Hallberg, which approved the concept on the C-4 zone based on the C-4 Zone requirements of Mr. Hodne & Associates. The C-4 zoning would also include that property between Bahls Drive and '~Vestview Drive in the original shopping center conaprehensive plan. Following the review of the shopping center the regular City Council meeting opened at 8:00 P. M. Present in addition to the Planning Commission were: Councilman Novak, Councilman Mayer, Council- man Driscoll, Councilman Kane. Coming in late was Mayor Rotty. Presiding at the initial meeting was ass't, mayor Soleim.
