Minutes of the joint meeting of the Planning Commission and <br /> <br />October 22, 1970 <br />Page 2 <br /> <br />Mr. Soleim outlined the purpose of the meeting; to review the testimony <br />of the three public hearings in regard to zoning. <br /> <br />Next was the presentation of the comprehensive plan by Mr. Kermit Crouch <br />of Hodne-Stageberg Partners, Inc. Mr. Kermit Crouch gave the population <br />projection report, the draft of the comprehensive plan, a schematic plan <br />map. He had some suggested changes to the zoning ordinance, and Mr. Petersen <br />was furnished copies of the comprehensive plan for the City Council. <br />Mr. Hodne did endorse the Highway 55 by-pass west of Hastings as proposed <br />by the Township Council ad hoc committees. He did suggest access on <br />Pleasant Drive to Highway 55 at the southerly limit of the Pleasant Drive <br />where it crosses CSAH 47. Mr. Crouch's population projections for <br />the purpose of this report were Z0, 000 person in the year 1985. <br /> <br />The next item was a point by point discussion of the zoning ordinance. <br /> <br />The first :item was the shopping center. The Planning Commission reported <br />to the City Councilmen present and there was an affirmative voice vote for <br />the C-4 Zone as planned for a regional shopping center. Councilman <br />Hallberg expressed some opposition in opening this area for shopping in <br />view of the fact that the original economic report showed that no additional <br />shopping areas would be needed within the City. <br /> <br />The next item of discussion was the used car sales lot. Mr. Ed Pischer <br />presented a written recommendation for changes to the ordinance to allow <br />the existing used car sales lot to remain in the present locations but to <br />encourage no additional open sales lots along Highway 61. There was then <br />some discussion about the parking of vehicles and equipment on public <br />right-of-way; particularly these along Highway 61. These parties were <br />now in violation of existing City Ordinances in parking equipment on public <br />right-of-ways, particularly boulevards. It was suggested that the set back <br />requirements outlined in the zoning ordinance be revised; that independent <br />of right-of-way width 10 feet back from the face of curb would not be used <br />for any purpose in open sales. In addition to this, the six inch curbing <br />would be consfructed along the public right-of-ways but it would eliminate <br />the necessities for a five yard planted strip between the street right-of-way <br />and any open sales lots. <br /> <br />Next, there was considerable discussion about the property on the north <br />side of Highway 55 between Westview Drive and the ground storage tank. <br />It was suggested that the area be re-zoned from the proposed R-1 to R-3, <br />exclusive of the parcels owned by Mr. Stoffel and Hy-De-Hy Bottling Works. <br />It was then suggested that we meet with Mr. Stoffel and outline the proposed <br /> <br /> <br />
