In reviewing the <br />requirements, it was determined that the I-2 zone would most favorably <br />fit the Stoffel and Hy-De-Hy operations, which would be the general industrial <br />zones. <br /> <br />Mr. Kermit Crouch went on record as being opposed to any commercial <br />zoning north of Highway 55 because of the conflict with the proposed <br />shopping center on the south side of 55 and that area. <br /> <br />Mr. Crouch then reviewed the use by special use permit in R- 1 zones. <br />He stated that the two family would very seldom be used as a double rental <br />unit since the economic feasability of non-homesteading a two family dwelling <br />does not make it a beneficial rental unit. Therefore, the two-family home <br />would be owned and occupied by the owner in one of the two units and this <br />would prevent a down-grading or deterioration of two-family units in an <br />R-1 or R-2 zone. <br /> <br />Next we reviewed Section 9.3.3.4 dealing with old age homes, rest homes <br />and it was the general consensus of opinion that these types of facilities <br />belong in an R- 1 zone rather than other use districts. <br /> <br />Next there was a question of Section 9. 3. 3.5 relating to nurseries. It was <br />also suggested that 9.3.3.3 be moved from R-1 to C-3. <br /> <br />There was then a general discussion of mobile homes. It was suggested <br />by Mr. Crouch that the City order a book entitled "Local Regulations of <br />Mobile Home Parks and Travel Trailer Parks and Related Facilities", <br />authored by F. H. Bait. This book can be acquired from the Mobile <br />Homes Research Foundation, 20 North Walker Drive, Chicago, Ill. 60606. <br /> <br />The next section discussed was 9.3. 3.3 - to be deleted (check this with <br />Don Fluegel). <br /> <br />Section 9.3.3.5 should be omitted and moved to Agricultural Zone. <br /> <br />The next item was a discussion of Mobile Homes, Section 7.2. The following <br />factors were pointed out; that we cannot license mobile homes by the City, <br />secondly that we cannot require compliance in three years - that this is not <br />reasonable - and that we suggest that the ordinance remain as is but only <br />require up grading to the extent that he would not be required to start over <br />with his development. <br /> <br />Section 7.2.5 - issuance of license would be out. Change the date to <br />1979, replat must be completed prior to January 1, 1979, the replat must <br />be submitted by January 1, 197Z, and be approved or disapproved by the <br />Planning Commis sion at that time. <br /> <br /> <br />
