Representing Hodne & <br />Associates, Mr. Milton Dale <br /> <br />The first item of discussion was a presentation by Rev. Fair of the Haven Homes <br />Sr. Citizen Housing. He explained this was an FHA rent supplemenfi program. <br />He furnished the Planning Commission with a proposed site plan requeste~an <br />· This was turned ovei~4~ sub-committee <br />~n depth study by the Planning.~Co~m~mission. <br />of the Planning Commission; 'A~isting Mr. Soleim, Mr. Siebrecht and Mr. Sieckert. <br />It was recommended that they have a report for the October 12, 1970, meeting. <br /> <br />The next item of discussion was a request be Mr. Arland Siebrecht to bring <br />before the City Council the Kingdom Hall proposal for a church at Fifth and <br />Ash Streets. Also recommended that the project be denied, subject to the <br />church purchasing additional off street parking area to conform to the <br />proposed zoning ordinance. <br /> <br />Next the meeting was turned over to Mr. TomClawson from the Dept. of Local <br />and Urban Affairs. He discussed the "lawcon", which is land and water conser- <br />vation funds federal funds available, the State natural resources program, which <br />allocates State funds for park and recreation acquisition and development, and <br />he mentioned briefly the HUD, Housing and Urban Development Open Space Funds, <br />which are Federal and there is no liaison between the Lawcon and HUD funding. <br />He stated there were four elements of any project. This would consist of the forma- <br />tion of a park organization, either formal or ad hoc. The formulation of a <br />comprehensive plan system of priorities and the filing of a application. He <br />stated that the City Engineer and Mr. Petersen has secured an application form <br /> <br /> <br />
