Minutes of Hastings Planning Commission <br />Meeting held Monday, July 13, 1970 <br /> <br />Page <br /> <br />Planning Commission Chairman Walt Petersen reviewed correspondence with <br />the State Planning Agencies and presented to the Planning Commission a <br />petition from Mr. Gordon Oehrlein for the 4th Street Truax Store asking for <br />rezoning to C-1 from R-1. The petition was signed by the buyer and the seller <br />of the property. The petition was reviewed by Mr. Fluegel and following the <br />review it was moved by Mr. Fischer, seconded by Mr. Bauer to recommend <br />an informal petition be furnished from the general area, that a public hearing <br />be set by the City Council for granting a "Special Use" rather than the change <br />in zoning. It was unanimously approved. <br /> <br />It was mentioned by Chairman Petersen, that the City Council at the last <br />regular meeting of July 6th, passed the first reading of the Zoning Ordinance. <br />It was explained by Mr. Flnegel, that in order for the third reading to be passed, <br />that the Zoning Map would have to be complete. In this regard it was suggested <br />that the City Engineer furnish to the Planning Commission at the next meeting <br />a street systems map of the entire area of Hastings so the main thoroughfares <br />and collectors and residential streets could be determined before any zoning <br />takes place. <br /> <br />There was a presentation by Mr. Bob Swanson of the proposed shopping center, <br />ggS, 000 square feet in area between Westview Drive and Pleasant Drive and <br />between 13th Street and T.H. 55. Also, the proposed idea for an automobile <br />center, a bank, savings and loan, dental clinic, a funeral home and a convenience <br />center at the corner of the Frontage Road and Westview Drive. There are <br />1461 parking stalls for the main shopping complex. It was suggested that the <br />City Engineer also discuss this with the County Traffic Engineer, Mr. Ken <br />Anderson. <br /> <br />It was moved by Mr. Fischer, seconded by Mr. Hallberg to purchase plan <br />files and the Chronoflex zoning maps, two letter file cabinets and one plan <br />file and to order out chronoflex copies of the entire corporate limits of Hastings <br />plus any area south and west of the corporate limits that would include the T.H. <br />55 by-pass location. <br /> <br />Mr. Fischer reada letter, which he prepared for the County Board, to be sent <br />under the Engineer's signature. It was suggested that this letter be prepared <br />for the City Council at the next regular meeting of July goth. <br /> <br />A letter from the Office of Local and Urban Affairs was read by Mr. Petersen, <br />suggesting that members of the Park and Recreational Space Committee attend <br />work shops for this recreational program. <br /> <br />The next item was a presentation of a questionnaire to be sent out to those <br />applicants interested in the Park Recreation Open Space Program. The <br />questionnaire was approved by the Planning Commission and the Engineer <br /> <br /> <br />
