CITY OF HASTINGS <br /> Office of ENGINEER <br /> <br />MINUTES OF HASTINGS PLANNING COMMISSION MEETING <br /> <br />HELD MONDAY, MAY ll, i970 <br /> <br />The meeting was held at 7:30 P.M. at City Hall. <br /> <br />Those present: <br /> <br />Chairman Walt Petersen, Mr. Frank Sieckert, Mr. Clarence <br />Soleim, Jr., Mr. Orvin Moen, Mr. Ed Fischer, Mr. Leonard <br />Bauer, Mr. Arland Siebrecht, Mr. Don Fluegel, Mr. Don <br />Hallberg, a delegation of local residents and the City Engineer <br />John Davidson <br /> <br />The first item on the agenda was the approval of the minutes of April 13, 1970 <br />and amendment to the April 30th minutes as follows: <br /> <br />"The Planning Commission unanimously recommended Mr. Frank Sieckert <br />to the Planning Commission for City Council approval". <br /> <br />The next item was a discussion on a request by Mr. Leonard Bauer to extend <br />sanitary sewer along the north right-of-way of T.H. 55 from Maple St. to <br />approximately 80 feet west of Walnut Street in 9th Street. The Planning <br />Commission recommended approval so this would eliminate two septic tanks <br />and the possibility of a third. <br /> <br />There was a presentation by Mr. Harry Johnson and Mr. Wayne Leonard from <br />Harry S. Johnson Associates representing Mr. Nell Siewert. They presented a <br />plan for a Mobile Home Park south of and adjacent to the Vermillion River in <br />accordance with a report written in May of 1970 and furnished the City Council, <br />City Engineer and some members of the Planning Commission. (See this formal <br />report for details and photographs and site plans. ) After the presentation, <br />Mr. A1 Sieben who owns property south of and adjacent to the property in question <br />asked what property access they would provide for his 13 acres which is presently <br />land locked. The Planning Commission indicated that they would have to study <br />the traffic pattern in this area. There was a question from Mr. Mackey regarding <br />the tax base for Mobile Home Parks. It was mentioned that the tax base, is in <br />fact, less than on single family dwelling or real estate at this time and this is <br />part of the study included by the Planning Commission at the present time in <br />regard to Mobile Home Parks. Mr. Johnson also indicated it would require <br />some fill if Plan "B" is approved to bring it up above the 1965 flood stage. <br />It was also reported that the Mobile Home Park as proposed would compliment <br />the Industrial Park area which is located south and east of the property in question. <br />It was suggested from the floor that they leave the Vermillion River Water Shed <br />in its natural state and do as little as possible to change the present channel and <br />the present flood plain. Mr. Johnson indicated that the storm water from the <br />south would be piped to the subdivision and they are aware of the dry stream bed <br />entering the Vermillion River near the westerly extremity of their property. <br /> <br /> <br />
