Minutes of Hastings Planning Commission Meeting <br /> <br />Chairman Walt Petersen turned this proposed development over to a <br />committee headed by Councilman Fischer and also serving, Mr. Sieckert <br />and Mr. Moen. <br /> <br />The next item of discussion was a presentation by Industrial Builders for <br />a Shopping Center rezoning to C-1 the area presently zoned R-3 in the area <br />of Valley Manor Addition. <br /> <br />Mr. Dick Fox from the audience explained that we do need a shopping center <br />but questioned whether this is the place it should be located. He represented <br />residents along Lyn Way questioned the safety from traffic flow and the <br />accessability from Lyn Way to T.H. 55. He explained that Lyn Way is a <br />residential street and not designed for heavy traffic loads. Also, it is <br />constructed to a narrow design. Another concern is the fact that this is <br />very close to the present Junior High School which will be in the future a <br />senior high school and the pedestrian traffic between the school and this <br />shopping center would be excessive over private property. <br /> <br />Another resident from Lyn Way explained that this would be the third zoning <br />change since he has resided in this area. He questions the wisdom of rezoning <br />from its present zoning of R-3. He also explained that the playground area <br />just south and west of this area and would not be compatible with shopping <br />center of this area next to a playground and park area. This also was referred <br />to a study committee chaired by Mr. Soleim and also serving was Mr. Sieckert <br />and Mr. Bauer. Mr. Peterson recommended that they consider this in <br />accordance with our comprehensive plan. <br /> <br />The next item of discussion was a proposal by Chairman Petersen to <br />establish a sub-committee to the Planning Commission of interested <br />citizens in connection with park and recreation and park planning. The <br />name of this board would be "Conservation Advisory Committee". There <br />was some discussion pro and con and it was recommended that this committee <br />be established and the press so notify the general public so persons so interestedin <br />serving on this committee might have an opportunity to apply. <br /> <br />The next item of discussion was a report from the Corps of Engineers in <br />regard to the Vermillion River Flood Plain changes and the hearing coming <br />up on IV!onday, May 18, 1970. The Corps suggested that they set up an <br />office in Hastings for Thursday afternoon and evening and Friday morning <br />at the Hastings Public Library and any interested Hastings citizen would <br />learn more of the design and the proposed project by contacting members <br />of the Corps of Engineers for review of the project plan. <br /> <br /> <br />
