Minutes of Hastings Planning Commission Meeting held Monday, May 11, 1969 Page 3. The next item of discussion was a recommendation by Mr. Petersen that an Advisory Committee be set up for citizens tax committee. After some discussion it was recommended that this not be done at this time. There was a presentation of the R-4 request from a change in zoning from R-3 and R-1 zones presently zoned for Norbert Conzemius and Leonard Bauer in Bauer's 2nd Addition. This would be the apartment complex proposed by Industrial Builders at the second to the last Council Meeting. This item was also turned over to Mr. Soleim's committee for study with the Shopping Center. The next item of discussion was a request of Mr. Sieckert in setting up a fire code for new buildings, particularly apartments. Mr. Sieckert suggested that the Uniform Building Code sets minimum standards and that in many areas these minimnm standards have been upgraded by amending or addending the Uniform Building Code, particularly in the Burnsville - Bloomington areas. Mr. Sieckert suggested that the City of Hastings also amend the Uniform Building Code to correspond to more strict fire controls, also to noise factors and some of the other amenities in apartment living. Mr. Petersen requested involvement of high school seniors in the Planning Commission business. This could be done by working with high school classes who would attend Planning Commission and City Council meetings and write reports on their attendance and involvement and in the future these people might be given some areas in which to return studies and reports to the Planning Commission. After some discussion, it was decided that they would table this matter for further discussion at a later date. The meeting was completed at approximately 10:30 P.M. and set the date for the next meeting to be held May 25, 1970, 7:30 P.M. at the Hastings Public Library. John Davidson, City Engineer
