<br />Lawrence - Williams Addition 72 Units - Site Plan Review <br />City Council Memo - August 2, 2004 <br />Page 8 <br /> <br />Landscape Plan <br />The Landscape plan provides for a variety of plantings adjacent to building and throughout <br />the site. Planting beds have been incorporated into the building design and along the top of <br />the western retaining wall. The plan appears acceptable, however additional trees may <br />need to be planted per the Tree Preservation policy to offset those removed. <br /> <br />Lighting Plan <br />A photometric lighting plan has been submitted. Lighting levels at the perimeter of the site <br />are acceptable. All lighting must be downcast and shielded towards parking areas <br /> <br />Signage <br />Signage is not proposed. One monument sign not to exceed 50 square feet is allowed <br />under the zoning district, subject to sign permit approval. <br /> <br />Grading, Drainage, Erosion Control, and Utility Plans <br />The Grading, Drainage, Erosion Control, and Utility Plans have been forwarded to BDM <br />Engineering for review and comment. Review comments must be adequately addressed <br />before the plan is scheduled for final review by the City Council. Grading, Drainage, and <br />Erosion Control plan and Utility plan approval must be obtained by the Public Works <br />Director as a condition of approval, <br /> <br />Environmental Assessment Worksheet (EAW) <br />Approvals for the site in 1986 triggered a mandatory EAW to assess environmental <br />impacts. The City Council reviewed the EAW and determined that the project would cause <br />no significant impacts, and did not warrant a more comprehensive Environmental Impact <br />Statement (EIS) to be completed. The EA W required creation and adherence to an erosion <br />control plan (now required by all developments). The applicant shall adhere to the EAW in <br />construction of the site. <br /> <br />STAFF RECOMMENDATION <br /> <br />Approval of the Site Plan request is recommended subject to the following conditions: <br /> <br />1) The applicant must work with the City Forester prior to site construction to evaluate <br />areas for tree preservation. <br /> <br />2) Any significant trees removed must be replaced per the City's Tree Preservation <br />Policy as determined by the City Forester. <br /> <br />3) The separation between the four garage buildings must be modified in one of the <br />following ways: a) eliminate the space by combining buildings. b) Access and <br />drainage behind and between buildings must be eliminated in such a way to be <br /> <br />- <br />
