<br />. <br /> <br />SUMMARY OF ISSUES AND COMMENTS <br />}> 23RD STREET SIDEWALK- Almost all of the 23rd St. residents attended the <br />neighborhood meeting or subsequently called in comment concerning the <br />proposed sidewalk. All who commented on the sidewalk were opposed to its <br />construction. The sidewalk was included on the 2000 Comprehensive Walk and <br />Trail plan as a midpoint access connecting the proposed Westview Dr. trail to <br />Pleasant Drive and providing pedestrian access to Dakota Hills Park. <br />Homeowners have pointed out that traffic volwnes are so low that a walk is not <br />needed and that a better location would be to provide a walk at Southview <br />Drive. <br />~ 23RD STREET NARROWING - 23rd Street residents are also opposed to narrowing <br />23rd St. from 36 ft. wide to 32 ft. wide. Residents raised concerns about the <br />parking for Tee Ball games at Dakota Hills Park that uses both sides of the <br />street over half the length of the block, with a large number of children running <br />to and .trom parked vehicles. <br />~ CUL-DE-SAC ISLANDS - All new cul-de-sacs are required to be constructed with <br />an island to reduce the amount of plowing area, provide a place for snow <br />storage, reduce the amount of impervious surface and improve aesthetics. <br />Zweber Lane, Oak Ridge Drive and Valley Lane are the first cul-de-sac streets <br />we have proposed for reconstruction, and islands were proposed to be <br />constructed. The concept of cul-de-sac islands was universally opposed by all <br />residents who attended the meetings or provided comments afterwards. <br />Homeowners anticipate cul-de-sac islands making it more difficult to back <br />trailers into drives, and noted that children use the large flat surface of the cul- <br />de-sac for a play area. <br />~ VALLEY LANE STREET WIDTH - Valley Lane residents are opposed to the <br />proposed narrowing of the street from a 32 ft. width to a 28 ft. width. Residents <br />cite the need for parking for guests and a desire to rebuild the street as is. <br />~ V ALLEY LANE STREET ALIGNMENT - The existing street encroaches onto <br />private property through the two sharp right angle curves at the west end of the <br />street. The proposed alignment moves the street back within the platted right of <br />way. Property owners have apparently agreed to grant to the City the necessary <br />street and utility easements needed to reconstruct the street in its present <br />location. <br />~ SIDEWALK AT 40 VALLEY LANE - The property owner at 40 Valley Lane had <br />constructed a narrow walk directly behind the curb across most of his property, <br />connecting his front door walk to his driveway. The proposed street <br />reconstruction would not replace the walk as City policy requires walks to be <br />constructed a minimum of 5 feet behind the curb. The property owner has <br />requested replacement of the walk that is used as access for guests parking in <br />their driveway to walk to the front door. <br />~ EVERGREEN TREE PLANTING BY TEE Box - The 8th tee box near the south end <br />of Westview Drive lies close to the proposed trail. The hole angles away from <br />the trail. Staff is proposing to plant a small number of evergreen trees near the <br />trail and tee box just inside the Country Club's property to provide a protective <br />barrier for the trail users. <br />
