SYSTEM <br /> <br />c <br /> <br />1:) .'1 ,-' ..I".' .) r:: _ . r.' <br />WHEREAS, the 1970 Federal Highway Act for Federal Aid <br /> <br />Urban purposes requires that the urbanized area, as defined, is estab- <br /> <br />lished by the 1970 census and cannot be altered until 1980; <br /> <br />AND WHEREAS, the Highway Functional Classification Studies <br />which determines priorities, were established on the basis of present <br />use factors and could'provide construction funds for streets and <br />highways only within the defined "Urban Boundry"; <br /> <br />AND WHEREAS, the present law limits the F.A.U. System to <br />routes that are functionally classified as "principal arterials", as <br />identified in the "National Transportation Planning Study"; <br /> <br />AND WHEREAS, the National Transportation Planning Study was <br />performed within a very limited time and' should be given greater con- <br />sideration than was provided and the local units of government should <br />be permitted to make appropriate changes; <br /> <br />AND WHEREAS, the intent of the F.A.U. Program appears to be <br />for the purpose of providing Federal Funds to the urban cities to help <br />solve problems of financing improvements of major traffic carriers <br />within their jurisdiction; <br /> <br />AND WHEREA~on1y 4-1/2% of the princtpa1 arterials are under <br />local jurisdiction and 95-1/2% are under the jurisdiction of counties <br />or state agencies in Minnesota; <br /> <br />'] <br /> <br />AND WHEREAS, a part of the total transportation requirements <br />of an urban area must be provided within the urban fringe and between <br />urban centers; <br /> <br />AND WHEREAS, a construction program based upon present <br />criteria of population densities and existing traffic carriers can <br />only provide outdated systems upon completion; <br /> <br />,.;. ,,: <br />
