<br />ORDINANCE NO. 533, SECOND SERIES <br /> <br />AN ORDINANCE OF THE CITY OF HASTINGS, MINNESOTA AMENDING CHAPTER 2, <br />SECTION 2.18 OF THE HASTINGS CITY CODE PERTAINING TO: <br /> <br />HERITAGE PRESERVATION COMMISSION <br /> <br />BE IT ORDAINED by the City Council of the City of Hastings as follows: <br /> <br />Chapter 2 of the Hastings City code is amended as follows: <br /> <br />SEC. 2.18. HERITAGE PRESERVATION COMMISSION <br /> <br />SUBD. 1. PUBLIC POLICY AND PURPOSE. The City Council finds that historical, <br />architectural, archaeological, engineering and cultural heritage of the city is among its <br />important assets. Therefore, the purpose of this chapter is to establish a municipal <br />program of heritage preservation, as authorized by Minnesota Statutes 471.193, to <br />promote the use and conservation of historic properties for the education, inspiration, <br />pleasure and enrichment of the citizens and visitors of Hastings. <br /> <br />SUBD. 2. DEFINITIONS. For the purpose of this chapter, the following words or <br />phrases shall have the meanings respectively ascribed to them by this section. <br /> <br />A. "Significance." The quality of the information; example, interest or meaning <br />represented by the site for understanding and appreciating the past development <br />or culture. <br />B. "Integrity" The amount and condition of original material and/or design <br />remaining in the site, property or district. <br />C. "Historic significance." Associated with activities, processes, events, trends or <br />persons of importance to the community, state or nation. <br />D. "Architectural significance." Possessing distinctive characteristics of a style, <br />place, period, method or materials of construction, builder or architect. <br />E. "Cultural significance". A landmark or setting of man-made or natural features, <br />or a combination, possessing meaning primarily by long association or <br />identification with the community and its citizens. <br />F. "Archaeological significance". An area of land possessing the potential to <br />reveal information important to historic or pre-historic studies. <br />G. "Engineering significance". A work demonstrating a technology, design or <br />method characteristic of a historic period or activity. <br />H. "Heritage Preservation Site". An area, property, building, structure or object, <br />when designated for preservation for reasons of its significance by the City <br />Council. <br />I. "Heritage Preservation District. (District)" When a concentration of <br />properties are linked by significance and located in a contiguous area, they may <br />be defined by a boundary and designated a Heritage Preservation District with <br />the same protection and meaning as a Historic Preservation Site under this <br />ordinance.
