<br />district may be included within the boundaries of the Heritage Preservation <br />District when necessary to protect the significance, integrity and visual unity of <br />the whole. <br />J. "Alteration." Refers to changes and works to Heritage Preservation Sites. <br /> <br />SUBD.3. HERITAGE PRESERVATION COMMISSION ESTABLISHED. <br /> <br />A. This ordinance establishes the Hastings Heritage Preservation Commission <br />(hereinafter "HPC" or "Commission") with the following responsibilities: <br /> <br />1. To continue to survey and research in order to identify properties which <br />have historic, architectural, archaeological, engineering or cultural <br />significance to the community. <br />2. To recommend properties which meet the criteria of significance stated <br />herein for designation as Heritage Preservation Sites. <br />3. To protect Heritage Preservation Sites by public review of all proposed <br />alterations, relocations, demolitions or new construction within designed <br />site boundaries. <br />4. To advise property owners and educate the public in appropriate <br />maintenance, rehabilitation or restoration methods. To encourage <br />continued uses, compatible with their character, of Heritage Preservation <br />Sites. <br />5. To hear and decide applications for Certificate of Approval. <br />6. To make recommendations to the City Council on proposed amendments <br />to this chapter. <br />7. To promote public recognition and appreciation for Heritage Preservation <br />Sites. <br /> <br />B. Member. The Hastings Heritage Preservation Commission shall consist of nine <br />voting members appointed by the Mayor, with the advice and consent of the City <br />Council. Members must reside in the municipality. <br /> <br />1. At least one member will be an architect, or if an architect not be available, <br />an experienced person of the building trades. <br />2. At least one member will be a professional or experienced person in the <br />areas of history, architectural history, archaeology, planning, real estate, <br />design, building trades, landscape architecture or law. <br />3. The other members shall be drawn from persons with a demonstrated <br />interest and/or expertise in historic preservation. <br />4. One Commissioner will be member of and designated as the <br />representative to the County Historical Society. <br /> <br />C. Appointment of Members. Members shall be appointed by the Mayor, with the <br />approval of the Council, upon recommendation by the Commission. Initial <br />appointments shall be two members for one year, two members for two years <br />and three members for three years. Subsequent appointments shall be for a <br />
