<br />Riverfront Addition #2005-28 - Preliminary & Final Plat, Site Plan, SUP <br />City Council Memo - May 16, 2005 <br />Page 4 <br /> <br />Lot <br />1 <br />2 <br />3 <br /> <br /> <br />Development of Lots 1 and 3 would require future Site Plan approval prior to construction. <br />Preliminary and Final Plat approval is for subdivision of the lots only. <br /> <br />HRA Ownership <br />The Hastings HRA owns all the property within the proposed plat. The HRA and City <br />have agreed to sell Block 1 for development under terms of a Development Agreement. <br /> <br />Streets <br />No new public streets are included as a part of this plat. All access drives would be <br />privately owned and maintained. A homeowners association must be established to ensure <br />maintenance and access to all property by the owners, and not the City. <br /> <br />Grading, Drainage, Erosion Control, and Utility Plan <br />The City's consultant engineer has reviewed the Grading, Drainage, Erosion Control, and <br />Utility Plans. Approval of the Preliminary Plat is subject to approval of the Grading, <br />Drainage, Erosion Control and Utility Plans by the Public Works Director, and <br />reimbursement for any fees involved in plan review. <br /> <br />Park Land Dedication <br />The Natural Resource and Recreation Commission met on May 10,2005 and recommends <br />the following: <br /> <br />1) Cash in lieu of land shall be paid to satisfy park dedication requirements in the <br />amount of $57,955 (50 units x $1,100 per unit + 1.97 acres x $1,500). Park <br />dedication must be paid prior to recording of the Final Plat. <br /> <br />Interceptor Sewer Fee <br />Sewer interceptor fees shall be paid as follows: <br /> <br />1) Sewer interceptor fees in the amount of $22,564.30 (50 units x $365 per unit + 1.97 <br />acres x $2,190) shall be paid prior to recording of the Final Plat. <br /> <br />Tree Preservation Plan <br />The construction plan will removes most trees from the site.
