<br />Riverfront Addition #2005-28 - Preliminary & Final Plat, Site Plan, SUP <br />City Council Memo - May 16, 2005 <br />Page 5 <br /> <br />1) A Tree Preservation\Replacement Plan is needed identifying the sizes and species <br />of all significant trees per the Tree Preservation Policy for replacement. <br /> <br />Drainage and Utility Easements <br />Additional drainage and utility easements may be needed over private utilities at the <br />discretion of the Public Works Director. <br /> <br />ZONING SPECIAL USE PERMIT REVIEW - 1ST FLOOR RESIDENTIAL <br /> <br />Request <br />Approve a Special Use Permit to allow residential units on the first floor of Lot 2, Block 1, <br />RIVERFRONT ADDITION. <br /> <br />Zoning Provision <br />Chapter 10, Section 10.20B, Subd. 3d of the City Code, Special Uses in the DC - <br />Downtown Core Zoning, allows residential use ofthe first floor in accordance along certain <br />streets consistent with the Design Guidelines for Original Hastings. <br /> <br />Definition <br />The Zoning Code defines and regulates special uses as follows: <br /> <br />Uses that would not be appropriate generally or without restriction throughout the zoning <br />district but, if controlled as to number, area, location, or relation to the neighborhood, would <br />not detract from the public health, safety, and welfare. Special uses may be permitted in a <br />zoning district if specific provision of such special uses is made in this Zoning Ordinance. <br /> <br />Analysis <br /> <br />. The proposed building faces 15t Street. Residential use of the first floor is allowed by a <br />Special Use Permit. <br /> <br />. The lack of existing commercial and limited visibility are hindrances to commercial <br />development of the first floor adjacent to the river. Retail and commercial business do <br />not presently exist north of the alley on the adjacent properties. <br /> <br />SHORE LAND SPECIAL USE PERMIT REVIEW -IMPERVIOUS SURFACE <br /> <br />Request <br />Approve a Special Use Permit to allow impervious surface coverage in excess of 75 <br />percent on property within the Shoreland Management District. <br />
