The applicant must <br />resolve outstanding conditions of the review as a condition of approval. <br /> <br />. Maintaining site density is critical to preserving a viable downtown. The proposed <br />building is zoned DC - Downtown Core, and located within downtown Hastings. <br /> <br />. Stormwater Treatment will be enhanced. Site development will include a "Rain <br />Garden" stormwater treatment system. An infiltration pond and natural plantings will <br />be constructed at the north end of the site to treat stormwater before discharging to <br />the Mississippi River. The current site does not provide any pre-treatment prior to <br />discharge. <br /> <br />SITE PLAN REVIEW <br /> <br />Proposed Building Setbacks . <br />The proposed building setbacks are acceptable. The building would be constructed to the <br />Tyler Street right-af-way along the west side to be compatible with adjacent building. . <br />setbacks. The building would be parallel to the Three Rivers Place four story residential, <br />building. <br /> <br />Vehicular Access and Circulation <br />Access to the underground parking garage is to the east and south via private drive aisles. <br />Two accesses are proposed to Tyler Street at this time. Access to 2nd Street would be <br />constructed in a future phase. <br /> <br />Vehicular access and circulation is acceptable with the following changes: <br /> <br />1) A drive aisle access must be constructed parallel to the CP railroad tracks to <br />provide access between 2nd Street and Lot 2. as part of Phase I. <br /> <br />2) All drive aisle widths must be Increased to 24 feet in width. <br /> <br />Pedestrian Access and Circulation <br />Pedestrian access and circulation is excellent. Sidewalks exist or are proposed for all four <br />sides of the development to provide further links to the river front. <br /> <br />Pedestrian access and circulation is acceptable with the following changes: <br /> <br />1) Construction of the bicycle trail at the eastern edge of the property must occur in <br />Phase I. The path will provide a trail link between the river front and Bailey Street. <br />The trail would be further extended south upon Bailey Street reconstruction to <br />further link with the trail system. <br />
