<br />Riverfront Addition #2005-28 - Preliminary & Final Plat, Site Plan, SUP <br />City Council Memo - May 16, 2005 <br />Page 8 <br /> <br />Esplanade <br />An esplanade has been proposed as part of the Heart of Hastings Master Plan. The <br />esplanade would serve as an enhanced walkway\promenade between the redevelopment <br />sites and the existing riverfront trail. Traffic would be limited to pedestrians; however the <br />esplanade would be constructed to allow for emergency vehicle access. <br /> <br />Hoisington Kogler Group Inc (HKGI) has been hired by the city to design the esplanade <br />and to help ensure compatibility to surrounding buildings. HKGI has met with the <br />developer to coordinate the location, width, elevation height,. and appearance of the <br />esplanade to Three Rivers Place. The applicant shall continue to work with the City and <br />HKGI to ensure compatibility of both projects. <br /> <br />Parking <br />All required parking is met with underground spaces as follows: <br /> <br />Use Parking Calculation Required Provided <br /> Spaces Spaces <br />28 Re.sidential Condo Units 2 spaces per unit 56 57 garage spaces <br /> <br />Parking is acceptable with the following change: <br /> <br />1) Additional surface parking must be added in Phase I to accommodate guest <br />parking. <br /> <br />Waste Refuse Facilities <br />Waste facility needs appear to be met. Waste refuse facilities would be located within the <br />underground and surface garage. The use of outside dumpsters to handle waste refuse <br />needs shall be prohibited. <br /> <br />Landscaping <br />The landscape plan is acceptable and provides a variety of shrub and foundation plantings <br />around all four sides of the building, as well as shade and ornamental trees around the <br />Rain Garden stormwater treatment area. <br /> <br />Fencing and Walls <br />A 42" high wrought iron fence is proposed along the north elevation of the building to <br />create private gardens between the door stoop and the building. <br /> <br />Architectural Elevations <br />Architectural elevations are well done to be compatible with existing downtown <br />buildings. The building is primarily brick and incorporates segmentations to give the <br />appearance of multiple adjacent buildings. Architectural elevations meet architectural <br />
