<br />1149 <br /> <br />WHEREAS, relief is available in the form of flood insurance as <br />authorized by the National Flood Insurance Act of 1968 as amended: and <br /> <br />WHEREAS, it is the intent of this City Council to comply with <br />land use and management criteria regulations as required in said Act: and <br /> <br />WHEREAS, it is also the intent of this City Council to recognize <br />and duly evaluate flood hazards in all official actions relating to lane <br />use in the flood plain areas having special flood hazards, <br /> <br />NOW THEREFORE, BE IT RESOLVED, that this City Council of the <br />City of Hastings hereby assures the Federal Insurance Administration that <br />it will: <br /> <br />o <br /> <br />1. Require building permits for all proposed construction or other <br />improvements in the City of Hastings: <br /> <br />2. Review all building permit applications for new construction or <br />substantial improvements to determine whether proposed building <br />sites will be reasonably safe from flooding. If a proposed build- <br />ing site is in a location that has a flood hazard, any proposed new <br />construction or substantial improvement (including prefabricated <br />and mobile homes) must: <br /> <br />i. Be designed (or modified) and anchored to prevent floatation, <br />collapse, or lateral movement of the structure. <br /> <br />ii. Use construction materials and utility equipment that are <br />resistant to flood damage. <br /> <br />iii. Use construction methods and practices that will minimize <br />flood damage. <br /> <br />3. <br /> <br />Review subdivision proposals and other proposed new development <br />to assure that: <br /> <br />i. All such proposals are consistent with the need to minimize <br />flood damage. <br /> <br />o <br /> <br />ii. All public utilities and facilities, such as sewer, gas, elec- <br />trical, and water systems are located, elevated, and constructed <br />to minimize or eliminate flood damage, and <br /> <br />iii. Adequate drainage is provided so as to reduce exposure to <br />flood hazards, and <br /> <br />4. Require new or replacement water supply systems and/or sanitary <br />sewage systems to be designed to minimize or eliminate infiltration <br />of flood waters into the systems and discharges from the systems <br />into flood waters, and require on-site waste disposal systems to be <br />located so as to avoid impairment of them or contamination from <br />them during flooding. All private e and other sanitary waste <br />disposal systems must conform to a 1ica e standards, driteria, <br />rules and regulations of the Minnes ta Dep tment of Health and <br />the Pollution Control Agency and of ny app icab1e local governmental <br />regulations in terms of size, const tion nd maintenance. <br /> <br />ATTEST: <br /> <br />Wct/r :!~ <br /> <br /> <br />Mayor <br /> <br />o <br /> <br />Adopted by the City Council <br /> <br />Councilman Hallberg seconded the motion to adopt said resolution <br />and the same was passed by the following vote.
