Osberg, City Administrator <br />City of Hastings <br />101 4th Street East <br />Hastings, MN 55033 <br /> <br />Dear Mr. Osberg: <br /> <br />SUBJECT: Proposal for Services - Goal Setting and Implementation Work Session <br /> <br />INTRODUCTION: <br /> <br />As we enter the Fall of 2005, the City Council would like to hold a Work Session focusing on Goal <br />Setting. Every two years the Council and Staff come together to develop a set of Key Goals and Action <br />Steps for the City to work on. One issue the Council and Staff are working on improving is increasing the <br />specificity regarding Action Steps. In the past, aft~r the goal setting session, the staff has had many <br />implementation issues and questions as the desired outcomes of the Goals have not been sufficiently <br />, clarified. It has been the practice to develop go~ls, focusing on Financial and Citizen perspectives. We <br />will also be adding Work Process and Employee focused Goals to help augment the Financial and <br />Citizen perspective Goals in order to create implementation strategies and stated outcomes that will be <br />clearer and consequently more attainable.. "To ensure City Staff and Council Members are on track and <br />focusing on the most important tasks to accomplish key goals and objectives, Lynn & Associates, a firm <br />with experience working with municipalities on goal setting, proposes to assist the City of Hastings by <br />facilitating the 2005 yearly Goal Setting Session. <br /> <br />GOALS AND OBJECTIVES: <br /> <br />The general goal of this proposal is to help the Council and Staff Team Members develop a set of Key <br />Goals with moderately detailed Strategies to address each goal. Also, a clarified Goal Achievement <br />description will accompany each goal. <br /> <br />Specific objectives of this project include: <br /> <br />~ Prepare pre-work materials for the Council and Staff to read to get ready for the day and a half Goal <br />Setting Work Session. <br /> <br />~ Facilitate a Friday evening Work Session with Council and Staff to first address the issues of the <br />culture of the City and how the City relates to its citizens (value proposition). Goals and <br />implementation strategies will be more focused as a result of this discussion. <br /> <br />)> Facilitate a full day session on Saturday, coming up with a focused set of goals that address the <br />following four key areas: Financial, Citizens, Internal Work Processes, and Employees. <br /> <br />1 <br />
