Resolutoin—Approving Temporary Liquor License to the Dakota County <br /> Historical Society at the LeDuc Estatae <br /> 7 Ayes, Nays, None. <br /> Copies of resolutions on file. <br /> Award Contract—Public Dock Construction <br /> City Administrator Osberg stated that two bids were received and are <br /> recommended to be awarded <br /> • Dock Construction to Shore Master for$35,543.90 <br /> • Ramp Construction to Shore Master for$17,724.97 <br /> Joel Toso, the engineer on this project stated that the intent is to begin the <br /> project in early June with a proposed completion date by early July 2007. <br /> Moved by Councilmember Riveness, seconded by Councilmember Alongi to <br /> award the contracts as presented. <br /> 7 Ayes, Nays, None. <br /> Award Contract—Lake Isabel Project <br /> Parks & Recreation Director Bernstein stated that the low bid for dredging, <br /> boardwalk access, and the fishing pier came in at $360,479.39 by Sunram <br /> Construction. The engineer's estimate for this project was $467,213.67. Because of <br /> the low bid, Bernstein discussed the concept of attempting to finance the rest of the <br /> project in 2007 in an effort to save money on the project. There was discussion over <br /> how to allocate an additional $125,000 in additional funds if the project were to <br /> proceed. One proposal would be to allocate an equal amount from each of the four <br /> ward park dedication accounts; another proposal would be to allocate a higher share <br /> from Ward 1, where the project is located, and less money from other sources. <br /> Moved by Councilmember Alongi, seconded by Councilmember Hollenbeck to <br /> award the contract as presented and refer the funding issue to the Finance Committee <br /> of the Council for further discussion on the ability to fund the additional part of the <br /> project. <br /> 7 Ayes, Nays, None. <br /> Award Contract—Lions Park Shelter <br /> Parks & Recreation Director Bernstein stated that the low bid for the shelter <br /> construction was for a total of $137.796 to Cannon Construction. <br /> Moved by Councilmember Slavik, seconded by Councilmember Hazlet to <br /> award the contract as presented. <br /> 7 Ayes, Nays, None. <br /> Hearing and Consider Action—Failure to Comply with City and State Liquor <br /> License Requirements <br /> City Attorney Shawn Moynihan stated that the Coliseum Sports Bar and Grill <br /> had lapsed liquor license insurance for the period of February 23-March 28, 2007 in <br /> violation of state and city liquor license laws. Moynihan stated that the Council can <br /> consider a civil penalty, license suspension, or a combination. <br /> George Werner, owner of the Coliseum, stated that he was unaware that the <br /> insurance had lapsed and he had difficulty with communication from his insurance <br />
